Threat Factors  Target density helps determine target selection  Perceived risk helps determine actual risk  While target density and other factors may influence the desirability of one prospective target over another, it is the perceived risk to the perpetrator associated with each target that appears to determine whether or not an attack takes place.  It appears from comparing past Active Shooter venues that the presence of weapons is a deterrent that saves lives. The Reality of an Active Shooter Incident  Shooter enters and immediately opens fire on victims AT LEAST 7 MINUTES  Absent a lack of additional victims, a weapon malfunction or other encumbrance, the shooter continues to shoot victims for AT LEAST 7 MINUTES until help finally arrives  Active Shooters frequently intend to kill themselves or be killed by police – They DO NOT plan to survive!
