Yukon Land Use Planning Council YLUPC Established in council members; Federal, Territorial and First Nation nominees appointed by Government Secretariat for executive, administrative and technical Support Prepares General Terms of Reference for proposed regions Administers implementation funding for established Commissions Provides training, technical staff and resources to Commission Strives for a common land use planning process for all regions

Regional Planning Commissions Commission Mandate First Nation & Government Engagement and Representation General Terms of Reference Process Consultation, Data Analysis, Plan recommendations Products Precise TOR Issues Report Resource Assessment Scenarios Draft Plan

Planning Regions planning regions follow the boundaries of Yukon First Nation traditional territories

Challenges and Opportunities Land Claim and Self Government Implementation Priorities Capacity for Participation Consensus Based Decision Making Integrating Land, Water and Resource Management Plans Plan Enabling Legislation Cumulative Effects and Climate Change

Yukon Planning Atlas Project History September 2003 Staff recommendation to Council to develop web based planning atlas November 2003 Prototype application hosted on Council web site (atlas.planyukon.ca) November 2005Letter of Intent to GeoConnections for CGDI project January 2006 GeoConnections proposal for Yukon Planning Atlas June 2006 Community of Practice User Workshop August 2006 Atlas Functional Requirements Analysis Report October 2006 GeoConnections Project Funding Approval February 2007 Functional Requirements and Design Methodology March 2007 Prototype application and Planning Database April 2007Beta release of Yukon Planning Atlas June -Nov 2008North Yukon Data Publication (GeoConnections project) June - Aug 2009Peel Watershed Data Publication (YLUPC project)

Project Objectives Present regional planning data in a comprehensive, consistent and concurrent framework; Use CGDI to leverage existing data, and reduce the effort required to obtain the most current data; Provide accessible information on Yukon resource and cultural assets for planning partners and the public.

Summary of Functional Requirements Both non-spatial and geospatial data Easy to use (for simple viewing and printing of maps) Thematic map generator System security & user authentication Integration of Atlas and user data Interoperability & Standards Flexibility of data formats Ease of Administration

Summary of Non-Functional Requirements Open Source (non-proprietary solutions) Adhere to CGDI (Canadian Geospatial Data Infrastructure) User Documentation Maintenance and Training Reasonable response times Tiered access to higher level (GIS) functions

Application Architecture Built using Open Source products: Chameleon – GUI & widgets MapServer – core mapping engine PHP – scripting language GDAL – raster data functions PostGIS – geospatial database objects PostgreSQL – relational database Apache – web server Linux – operating system

CGDI Standards Canadian Geospatial Data Infrastructure Data Tier : National Framework Data (> 1:5,000,000) Services Tier : Web Mapping Services (WMS)WMS Application Tier : Re-useable application and data components

Typical User Scenarios 1. Landscape Management Unit (LMU) Description Summarized resource values by planning unit 2. Thematic Analysis Use raster map content with multiple vector data overlays 3. Data Distribution 4. Spatially referenced multi-media links Access to photos, videos, text files associated with map features

Scenario 1 – LMU Descriptions Mapped boundaries of discrete management areas with differing management intentions (13 units in North Yukon) Detailed descriptions of: –Biophysical setting –Ecological, heritage, cultural and economic interests –Land administration –Recommended Management Goals and Objectives –Indicator Status

LMU #9 – Eagle Plains Area: 6,415 km2 (641,500 hectares) (% of region): 11.6% Category/ZoneExisting Land Status IMA Zone IV VGFN VG R-02A, R-06A, R-12A, S-07A, Dempster Highway corridor, Eagle Plains service facility, YG Land, & Northern Cross Yukon Ltd. (SDL-020, SDL-022, and Permit #001) - Undesignated Land Scenario 1 – LMU Descriptions

Scenario 2 –Footprint Analysis In recognition of the strategic importance of the Dempster Highway and its designation as a significant route under the National Highway System, surface disturbance and linear (access) density indicator monitoring are exempt within a distance of 2km on each side of highway center line (4km total corridor width). Exercise: How does historic footprint in the Dempster Highway corridor compare to adjacent LMU’s 9 and 10?

Habitat suitability value (HSI) on a scale from 0-3 (0=poorest, 3=best), for each focal species, based on expert opinion gathered from the community and wildlife biologists Exercise: Do concentrated use areas identified by satellite collar data for caribou coincide with areas identified by experts as high value? 20 years of satellite telemetry data on the Porcupine Caribou Herd have been analyzed to identify concentrated use areas across different seasons. Scenario 2 –Habitat Analysis

The Atlas provides access to Thematic Maps displaying important values and development objectives. The typical themes are: Ecologically Important Areas First Nations Heritage Economic Development Potential Land Status Landscape Management Units Scenario 3 –Data Distribution

Extending the Atlas to your own data Data layers may be uploaded for the current session, and used alongside Atlas layers in analysis. Data may be extracted from the Atlas for selected layers within the current map extent Maps can be marked up with user labels and symbols, and exported as an Adobe Acrobat © (pdf) file Exercise: Upload the 2008 Fire History and determine what proportion of North Yukon LMU 11 was burnt. Which landscape type was most affected?

Current Project Status The Atlas framework has been completed, tested and implemented on YLUPC’s web server. Regional Planning Database content is continually being added to the Atlas by Council and Regional Planning Commissions. This data is made publicly available wherever data sharing arrangements allow it.. The Atlas was registered with the GeoDiscovery portal at the end of June, 2007

Feedback Thank you for this opportunity to share our experience. We value all suggestions on how we can improve the end-user value of the Yukon Planning Atlas!
