INDEPENDENT DUTY CORPSMAN PROGRAM Terminal Objective: Describe the BUMED Independent Duty Corpsman (IDC) Community Management Program for the Hospital Corpsman (HM) Communities. Enabling Objectives: Explain the roles and responsibilities of the IDC Program Supervisors. Describe the required Elements of the IDC Program. Describe the reasons for Detachment for Cause and NEC Removal.

Program Supervisors Program Director: Senior Medical Officer Program Manager: Senior IDC Physician Supervisor: Medical Officer Assistant Program Manager: Usually HMC or HM1 IDC

ADMINISTRATION Documentation: Specific command directive detailing the certification, training and utilization of IDCs. Program Director and Program Managers must have letters of appointment signed by the CO. Program Director or Program Manager must appoint in writing a Physician Supervisor and Assistant Program Manager. IDC is must be authorized in writing by the Physician Supervisor to prescribe or provide medications on the formulary. Physician Supervisors must provide a written report of the IDC’s status to the Program Director semi-annually.

ADMINISTRATION Documentation: Program supervisors ensure the IDC completes a biennial re-certification. Program Manager or Assistant Program Manager maintains a 6-part training record on each IDC. IDC completes professional certifications (BLS, ACLS, etc.) IDC completes 15 CME units annually. Health record review (10% QA) of IDC records by the Physician Supervisor (100% required for direct supervision) IDC is certified to provide indirect patient care by the Physician Supervisor.

IDC PROGRAM TRACKING

NEC REMOVAL NAVPERS 1221/6 Official record reveals member is no longer qualified to retain NEC. IDC has a documented psychological problem, substance abuse incident, or a substantiated Family Advocacy abuse case where treatment is refused or member is designated not eligible for treatment which adversely reflects on the member’s integrity, professional conduct or moral character. Note: Such deviations from acceptable behavior or strong moral character may warrant (if retained) removal of the member from a patient care environment, removal of NECs, and forced conversion to an appropriate rating.

NEC REMOVAL NEC removal “for cause” is recommended and supported by the CO or a command requested NEC removal subsequent to documented incompetency. An IDC fails to maintain “certification” and the IDC is not assigned/utilized as an IDC for three or more years and there is no opportunity for reassignment to and IDC billet at sea. An IDC receives disciplinary action by military or civilian authorities for conduct which reflects adversely upon the member’s reliability, integrity, trustworthiness, or moral character.
