RATIONALE 1-Coastal and Ocean Resources: African assets & challenges 2- Success Stories 3-Suggested Actions for a reinforced Cooperation in the benefits of Africa

The Needs for a Paradigm Shift WHY? A VISION

AN AFRICAN PERSPECTIVE ON GLOBAL EARTH SYSTEM ISSUES Cradle of MANKIND... WHERE Climatic, Geological, Biological, Oceanographic changes over the past two million years or so favoured evolution of HOMO SAPIENS granting Africa with its amazing … Biodiversity and Resources…

Canary Current LME Major boundary-current upwelling system. Highly productive West African fisheries, land-sea interaction Guinea Current LME Both upwelling and tropical systems. Biodiversity & fisheries, pressure from densely inhabited coastal zone Benguela Current LME Highly dynamic & productive upwelling system. Fisheries, HABs, ocean-atmosphere coupled weather systems Agulhas-Somali Current LME Diverse multi-system LME. Fisheries & coastal ecosystems, land-sea interactions, extreme events GOOS-AFRICA African Large Marine Ecosystems Connection Validation, feedback and ongoing product development from scientists familiar with regional systems an essential part of the process

GOOS-AFRICA CAPACITY EMPOWERMENT STRATEGY

UNESCO with its IOC: Supporting Member States in policy planning and national development UNESCO/IOC has a role in both streams

SOME SUCCESS STORIES INTEGRATING SCIENCE, EDUCATION and ICT THE KEY FOR EMPOWERMENT

BEST PRACTICES RAISING THE SCIENTIFIC LEVEL AND NETWORKING IN AFRICA (January 2011, Physics Today) LET’S DO IT AT HOME TO BRING TOP SCIENTISTS TO AFRICA

GOOS-Africa Remote Sensing group with very strong focus on postgraduate & infrastructure development within strategic development plan: Alticore-Africa: projects for altimetry- -in situ-modelling MSG-Africa: development of high frequency SST capability SAR-Africa: SA/France/Norway SAR ODINAFRICA OGP related partnerships EAMNET Network DELPHI project in Mozambique, South African MRSU development… African Cross-Cutting

Decision-Making Support for Coastal Zone Management Water Resources and Climate Change in Africa February 2010 Cotonou-Benin Sub-Theme 1: Strengthening Observing Systems Capacity for Managing and Mitigating the Impacts of Human Activities and Coastal Inundation in Africa Sub-Theme 2: Climate change and water resources management and related issues in Africa African Cross-Cutting: GEO CZCP Activity

GOOS-AFRICA PARTNERSHIP WITH MULTIMEDIA FOR ENVIRONMENTAL EDUCATION IN AFRICA AWARENESS RAISING IN GOOS AFRICA

Classification of the challenges 1- Governance challenge: Connecting global goals to local priorities Socio-economic importance, benefits & impacts of bilateral/global programmes to local priorities Networking between scientists and policy makers 2- Coordination challenge Fragmentation of initiatives in Africa: regional coordination efforts to be sustained Networking Research facilities and expertise across the continent and beyond 3- Academic and Research challenge: POWER in Education Education systems with adequate research facilities Recognition of the role and place of African Universities and specialised centers Regional Training Programmes (M.Sc/Ph. D) and on-job training 4- Sustained investment in research facilities and innovation Human and financial resources Operational support Utilisation & Retention of available human resources Strategic policy to attract the youth and female scientists in Earth and Climate Systems Sciences 5-Open ended list…

Suggested Actions for a reinforced Cooperation between ECA & UNESCO and its Intergovernmental Oceanographic Commission ECA and UNESCO/IOC to develop joint programmes in Ocean and Climate systems sciences aimed at supporting African institutions and centres of excellence in Ocean and Climate systems sciences leading to: 1- Reinforcing intra-African cooperation through joint research programmes between Marine Research institutions and Universities in AFRICA. 2- Promoting South/South and North/South Cooperation in Ocean Sciences, Technology and Innovation through joint research programmes and visiting professorship programmes that brings the world top earth system scientists, innovators and creative minds to African marine institutions and universities based in Africa. 4- Developing fellowship programmes based on sandwich research approach for North/South/South students exchange with African institutions.
