Plant Operations

Throughput & Waste Types 2 Process Trains equating to 40,000 tonnes pa Expansion to 3 Trains will give 60,000 tonnes pa Hazardous and Non Hazardous Wastes Processed Environmental Permit details waste types and tonnage limits. Waste received in Bulk tippers, skips and packaged drums/containers 40,000 tonnes per annum equates to approx 8 loads per day Mon to Fri.

Staffing 24 hr, 365 days a year Operation Facilities Management – Control Sales and Site Operations. 4 Shift Teams - 3 per Team - 12 hr Shift System Day staff – Controlling administration, environmental control, waste reception, hazardous waste management. Local contractors used for specialised work. Total Staff of approx 20.

Waste Deliveries/ Restrictions Planning and Environmental Permit constraints on waste delivery times to minimise disruption to local populus. Waste is pre booked into facility. Staff know what to expect. Weighbridge – Waste received/verification checks. Traffic Management System ensures safe tipping operations. Chemical/Raw Material deliveries follow booking system to allow control.

Loading/De Ashing Bulk Non Haz Waste tipped in Reception Bay. Loading of chambers is via the top and front doors of the chamber. Loading Shovels/Fork Lift Trucks used to load chamber with loose and packaged waste. Loading – Gasification – Deashing Process approx 24 hrs per chamber. Deashing – Material is pushed through the chamber through the back door onto conveyor system. Metal separation on ash conveyor.

Chemicals Various Chemicals used in Flue Gas Treatment and Water Treatment. Sodium Bicarbonate Powdered Activated Carbon Urea Gas Oil Water Storage Boiler Treatment/Water Treatment Chemicals Storage required for chemicals in accordance with environmental legislation. Silos, Storage tanks, Secure bunded areas. Deliveries add to vehicle movements in and out of the facility.

Effluents Liquid/Solid Effluents Ash – Storage requirements, disposal options, vehicle movements. Liquid effluents – storage and transport Disposal of effluent – Trade effluent discharge in accordance with environmental legislation. Effluent management under control of the shift teams.

Equipment Monitoring Day to Day monitoring required at various levels on all equipment. Checking and preventative maintenance carried out by shift teams. Various individual systems integrated into the plant that require constant surveillance, intervention and knowledge. Integrated maintenance system in operation to track and record equipment checks Forms the major part of a shift teams work

Control System WID requires that the flue gas emissions from each stream are monitored by continuous emission monitoring systems (CEMS). This includes Flue gas flow, temperature, pressure, oxygen and water Flue gas contaminants VOC, Dust, NH3, SO2, HCL, CO, NOx and N2O Process Monitoring from control room Operator knowledge developed to recognise situations

Plant Services Various systems required to allow the efficient operation of the facility. Gas Oil System, Hydraulic and Air systems in place requiring monitoring and daily checks Standby generator – state of “readiness” Operators require knowledge in order to troubleshoot any problems. Deliveries of fuel scheduled in via facilities management systems.

Environmental Reporting Environmental Permit dictates parameters and timing of all reports. Managed via facility Environmental Management System. Verification Checks on incoming waste. Hazardous waste requires stringent checks. Regular inspections/audits from regulators to ensure compliance. Requires full time Technical employee to manage.

Staff Training Integral and Important part of W2E Services. Involved in recruitment and selection of required personnel/specialist contractors. Classroom and Practical Training given Set out Training Matrix ensures competency is delivered. On going Training ensures skills are developed and enhanced. Ranking of operators according to experience and ability. Internal Qualification System developed in conjunction with local college.

Summary Many different systems that require managing and competency. Great variety in tasks – loading chambers, knowledge of steam sytems, effluent management. Range of jobs in a facility like this. Traffic movements : Incoming waste, chemical deliveries, effluent movements. Facility needs robust traffic managment/scheduling system. Key is recruiting the right people with the right skill set to operate the plant skilfully and safely.
