Czech Rural Development Programme for forestry

Czech Rural Development Programme 2007 – 2013: implemented at national level all area eligible except Prague all types of forest holders eligible for support (state-owned enterprises only environmental measures) 2007 – 2013 period: 9 measures in Axis I and II specifically aimed at forest sector 3-4 % of total RDP funding allocated for forestry 63 % of forestry funding spent in Axis I measures – competitiveness (private companies, municipalities), ½ forest infrastructure all project-based measures of Axis I and II succesfully implemented, great interest from applicants

Czech Rural Development Programme: funding share in Axis II measures  Poor participation in area-based measures – too long commitments, controlling system

Czech Rural Development Programme: changes for upcoming period forestry measures implemented under priority 2, 4 and 5 most measures maintained - better targeted, attention to defining needs, monitoring system one area-based measure closed new measures proposed for implementation – new challenges specific focus area for forest sector competitiveness under priority 2 - specific result indicator (enable to monitor non-entrepreneurs) new conditions: forest nurseries area-based measures controlling system under discussion

P 2 – Enhancing competitiveness Art. 18 c), 26 Measure: Investments in Forestry Submeasure: Forestry Infrastructure Eligible expenditures: → Investments related to the renovation and construction of forest roads including related facilities and technical equipment, → purchase of land. Submeasure: Machinery and technology for forestry Eligible expenditures: →Machinery and equipment serving regeneration and thinning of forest stands, →machines for processing post-harvesting debris, →machinery for soil preparation before afforestation. →Machinery and equipment for forest nurseries

P 2 – Enhancing competitiveness Submeasure: Technical equipment for woodworking enterprises Eligible expenditures: →Construction or modernization of wood processing, →construction and technological equipment (including software and license purchase), →purchase of land.

P 4: Restoring, preserving and enhancing ecosystems dependent on agriculture and forestry Art 24 Measure: Prevention and restoration of damage to forests from forest fires and natural disasters and catastrophic events Submeasures: Restoration of forestry potential after natural disasters Restoration of damage caused by floods and introduction of preventive actions

Art. 25 Measure: Investments improving the resilience and environmental value of forest ecosystems Submeasures: Investments in the protection of soil improving and stabilising tree species (new) Eligible expenditures: → Protection of soil improving and stabilising tree species upon the establishment of a stand – costs of mechanical protection shall be partially covered (50 %). Non-productive investments in forests Eligible expenditures: Investments supporting → activities leading to strengthening of recreational forest functions, → regulation and guiding of visitors, → measures to keep the area clean, → measures ensuring visitors´ safety. Conversion of substitute tree species stands (new) P 4: Restoring, preserving and enhancing ecosystems dependent on agriculture and forestry

Art. 34 Forest-environmental and climate services and forest conservation Submeasures: Conservation of a particular forest stand management Conservation and reproduction of the forest gene pool (new) P 4: Restoring, preserving and enhancing ecosystems dependent on agriculture and forestry

P 5: Promoting resource efficiency and supporting the shift towards a low carbon and climate resilient economy Art. 22 Measure: Afforestation and creation of woodland (Subm. Afforestation of agricultural land) Eligible expenditures: Payments shall be granted → to cover the costs of the creation of woodland on agricultural land, → to cover the costs of maintaining such newly created woodland including necessary interventions for a period of five years, → furthermore, to cover the costs of agricultural income foregone shall be covered for ten years. No support shall be granted for the planting of fast growing trees and Christmas trees.
