Scenario Concept Senior level focused TTX; no equipment Earthquake Scenario affecting Manila area; utilizing Balakatan 2012 data CB organized into groups. Each group represents a responding country, e.g. groups A, B, C, D –Group A represents Country Philippines (affected state) –Group B represents responding Country Blue –Group C represents responding Country Purple **Divided into four sectors –Group D represents responding Country Green –Does each group represent the same country? –What is the MNCC composition??? –Multinational Coordination Center (C6) strategic focus Discuss challenges and solutions we’ve developed and how to partner better and build upon those relationships Include national, local and AFP participation Should focus areas be initial entry, sustainment and retro or Crisis Assessment and Preparation, Deployment, Mission Operations, Transition, Redeployment? Another focus area? Incorporate Mil/IHC/Academia into TTX AFP / HN provided scene setter and AFP/Government status as applicable (Search, Rescue, and Retrieval context)

Table Top Details Groups will utilize computer with DisasterAWARE software for situational awareness and for decision making Equipment compliment for the scenario will be equipment from the MCIG database Focus on using the MNF-SOPs, APAN, MCIP developed processes and procedures Requests for Information (RFI) submitted via APAN to white cell Morning Updates Guidance will be given after the update Groups will work on developing the needed Courses of Action during the day –Facilitator will be present in each group –RFI’s can submitted during this period In the later afternoon, each group will brief their recommended COA(s) Self-critique / facilitator critique / C6 critique

RFI examples Logistics -What is the status of the commercial ports? -What is the structural damage to bridges and highways? -What is the condition of Clark/Subic? Medical -What is the HN capability for mass casualty events? -What are the AFP, UN, AID/OFDA initial requirements? Engineering -Do HN hospitals have independent water and power? -What is the status of power generating facilities for the affected area? -Are the fresh water facilities operational? In not, what’s required to make them operational?
