SAAL-ZL Developed and published comprehensive Performance Based Logistics policy guidance. Revised Type Classification and Materiel Release policy guidance to achieve Type Classification Standard and Full Materiel Release for systems to proceed into full rate production. Collaborated with Program Offices, UH-72A, UH-60M, CH-47F and Standard Integrated Command Post System (SICPS) to achieve Type Classification Standard and Full Materiel Release before full rate production and assisted Apache in achieving full materiel release for 20 year old AH-64A. Assisted Program Managers in developing and submitting plans to OSD for Item Unique Identification implementation. Developed a comprehensive methodology for conducting Core Logistics Analysis, Core Depot Assessments, and Source of Repair decisions for depot maintenance planning for Army weapon systems.

OIF/OEF/GWOT Partners: Diverted critical capabilities from Army inventory/production - LCMR, LBPWS, C2 systems, Javelin, small arms, ammo, NVDs, Up Armored HMMWVs and other capabilities resulting in increased combat effectiveness and improved interoperability with US Forces.

Build Partner Capacity SAAL-ZN Build Partner Capacity AS/CA/UK/U.S. Blast Protection PA New Senior National Representatives (Army) (SNR [A]) (5 Power: France, Germany, Italy, UK & U.S.) MOU AS/CA/UK/U.S. Blast Protection PA focuses on the development of new individual protection against blast weapons by modeling the behavior of shock waves, determining capabilities of current weapon systems, identifying deficiencies in current protection, and researching new blast defense methods A simulation shows how shock moves through the new material. Red and yellow show the brunt of the force. The sound wave (green) generated by the shock strikes deeper grains before the main shock does, showing that the shock is already being dissipated. New Senior National Representatives (Army) (SNR [A]) (5 Power: France, Germany, Italy, UK & U.S.) MOU OSD delegated the Army authority to negotiate a new SNR (A) MOU. Framework agreement will allow RDT&E familiarization visits, information exchanges, Working Groups, PAs, Advanced Concept Technology Demonstrations, loans of equipment and material, and Cooperative Program Personnel assignments.

Support to the Industrial Base Support to the Industrial Base SAAL-ZN Support to the Industrial Base Congressional Notification of proposed sales of US weapon systems Sale of 30 AH64D Apaches to Taiwan Support to the Industrial Base Congressional Notification of proposed sales of US weapon systems: $20.9B in FY 07. Each $B represents ~ 20,000 defense sector jobs. Sale of 30 AH64D Apaches to Taiwan: The sale will fill the U.S. Army’s production gap of Apache Block II/III in CY11. It will fund the maritime frequency extension to the FCR - a $50M saving to the U.S. Army and provide the capability to the Army 3 years early.
