New legislation for public transport

New Public Transport Act 2012 The new Act regulates public transport on the railways, on tram and rapid light-rail systems, on the roads, on the metro and with ferries. The Act comes into force on 1 january 2012

New Public Transport Act 2012 A regional public transport authority will be set up in each county with responsibility for all regional public transport (within the county and for commuting to and from work or for other travel of a daily nature). The authority will be organised in the form of a regional federation of local authorities or a joint committee, or alternatively within the county council.

New Public Transport Act 2012 The regional public transport authority shall draw up and decide on a public transport provision programme. The programme shall incorporate all forms of regional transport and give expression to the need for regional public transport within the county and the goals for public transport provision.

New Public Transport Act 2012 The authority shall decide on a general obligation to provide public transport The decision may only concern regional public transport (within the county and commuting to and from work, or some other form of daily travel) All general public transport obligations shall stem from the public transport provision programme It shall be possible to appeal against decisions on the obligation to provide public transport

New Public Transport Act 2012 Following a decision on the general obligation to provide public transport, work shall start on the procurement process and agreements shall be entered into An authority may transfer the right into agreements on public transport to a limited liability company or to a local authority within the county Sole rights are not allowed to be granted as a service in return for the fulfilment of the general obligation to provide public transport

New Public Transport Act 2012 Public transport companies are entitled to establish commercial public transport A requirement that the transport company shall inform the regional public transport authority before the commencement of services and before the conclusion of services A requirement that the transport company shall provide information on the range of transport services it offers for a common system of passenger information

New Public Transport Act 2012 Interim provisions A public transport provision programme shall have been drawn up by 1 October, 2012 All allocations subsequent to 1 July, 2012 shall be preceded by a decision on the general obligation to provide public transport
