What YOU need to know about ISPMs (and were afraid to ask) Kerry O. Britton National Program Leader for Forest Pathology Research & Development USDA Forest Service Arlington, VA NISAW, 2011 and why should you care?

WHAT are ISPMs? ISPM = International Standard for Phytosanitary Measures Developed by the International Plant Protection Convention (under WTO) by NPPOs Facilitate development of pest prevention regulations by member countries

A Phytosanitary Measure Must be technically justified (science) Must be least restrictive of trade ISPMs help harmonize measures Improve trade flow Reduce the spread of pests

WHY SHOULD YOU CARE? Pests arrive mostly in trade PREVENTION is key! PROTECT global biodiversity

2.5 new forest pests/yr in the USA 1 in 4 cause major damage Sap Feeders Foliage Feeders Wood Borers “Other insects” Source: Aukema et al., 2010

Standards and Regulations will be developed with or w/o you Forestry world surprised by ISPM-15 Only about 40% effective Treatment failure or failure to treat???? New standards under development for: Wood products Seed Plants for Planting Forest Surveillance (planning stage) Wooden Handicrafts (future) Biological Control (future)

PHYTOsanitary requirements? Who, Me ????

Stakeholder input would: Make standards more practical, usable Improve implementation & efficacy
