Public Policy Development – How things have changed  Major change vs. incremental change  Bipartisan, bi-cameral, Administration, and advocates together  Clear-cut, first-time efforts vs. nuanced improvements  Where are the Congressional Champions? 6/4/20132

 Need to work together to cultivate new champions and achieve our shared goals  Members of Congress and staff  Family members  Good experiences  Shared Public Policy Agenda – AAIDD, The Arc, AUCD, NACDD, ANCOR, UCP 6/4/20133

 1950 s – 1960 s – no community-based services, no right to public education, no family support services  1970 s - development of right to a free, appropriate, public education and the “clean-up” of state institutions through the Medicaid ICF/ID program  1980 s – development of Medicaid home and community based services  1990 – Americans with Disabilities Act 6/4/20134

 So much more…  Vocational rehabilitation, Civil Rights of Institutionalized Persons Act, Supplemental Security Income, Social Security, Supported Employment, Housing programs, assistive technology, Developmental Disabilities Assistance and Bill of Rights Act, Protection and Advocacy Systems, Affordable Care Act, etc.  Complacency? 6/4/20135

 Budget & Appropriations  Affordable Care Act  CLASS Act  Medicaid  People who are Dual Eligible  Managed Care  Social Security  Supplemental Security Income(SSI) 6/4/20136

 Vocational Rehabilitation  Individuals with Disabilities Education Act  Restraint & Seclusion  Americans with Disabilities Act - threats  UN Convention on the Rights of Persons with Disabilities  Immigration Reform 6/4/20137

 Don’t get discouraged – focus on the big picture  Remember how far we have come – we can achieve great things together  But, people with disabilities stand to lose a lot if we are not vigilant  Work together at the local, state, and national levels – shared goals  Disability Policy Seminar – April 7-9, /4/20138

 and social media are not enough!  Meet with Congressional delegations and staff at home  Attend events - get to know them – let them get to know you  Keep them up to date on your issues  As they rise in Leadership or move on to other policy positions, stay in touch  Mentor young colleagues 6/4/20139
