Briefing at UN SC CTC January 2008 Meetings of Special Services, Security Agencies, and Law-Enforcement Organizations Federal Security Service of the Russian Federation The annual meetings of top security / intelligence officials provide appropriate conditions and opportunities for finding common approaches to counterterrorism, necessitating the refrain from the stereotypes of confrontational thinking.

The 6th Meeting contributed to the implementation of the Global Initiative to Combat Nuclear Terrorism by way of placing on its agenda the problems of improving security / intelligence co- operation in countering nuclear terrorism threats. To the effect the report by the IAEA representative was helpful in bringing the issue into the focus of every participant’s attention. Given the currently developed global informational environment the participants of the Meeting agreed upon the urgent need to enhance the scope of security / intelligence and law-enforcement interaction to detect and suppress the attempts to use the Internet facilities for the terrorist purposes, above all, as a means of radical ideology and propaganda, recruitment of new members, fundraising activities, and establishing clandestine operational links. Great emphasis was made on the methods, techniques, and best practices of countering the activities of international terrorist organizations. The participants exchanged their views regarding the measures of neutralizing radical ideology employed by terrorist outfits worldwide with a view to gaining their illegal objectives.

Ensuring the appropriate information sharing among the security / intelligence and law- enforcement authorities is seen as one of the principal guidelines of counterterrorist co- operation. The presentation of the International Counterterrorism Database developed by the Russia’s National Anti- Terrorism Committee was considered by the participants as a significant practical result of the Meeting’s work. subsequent plans are to continue the development of its classified component. Putting the Database into routine operational use and its constant updating shall be instrumental in the practical implementation of Paragraph 2b, UNSCR 1373 providing for the creation of a universal anti-terrorist information environment. For the first time in our Meeting’s history we conducted the international anti-terrorist exercise. During the exercise conducted bilaterally by the Russia’s FSB and China’s Ministry of Public Security the methods of tactical coordination between the two participating agencies had been practiced in line with a hostage rescue scenario. Following the detailed demonstration of each successive step of hostage release negotiations the active phase of the operation was carried out onboard a hijacked aircraft. Concerted efforts made by Russian and Chinese security agencies presented an example of a highly efficient suppression of a terrorist attack. The 7th Meeting is planned to be held on March 2008 in the city of Khanty-Mansiysk. The following items are to be considered within the next forum’s agenda: Ensuring transport security Detection and disruption of international channels of terrorist financing International information security Security provision of major international and socio/political events against the threats posed by extremist elements Additionally to that the work on further development and improvement of the Meeting-elaborated International Counterterrorism Database is to be carried on.
