Who is “counted”? The SF-3 Flow Report FY2003 Used to reconcile EMIS data with the numbers used by the Division of School Finance to generate the Current Year Formula ADM used in the SF-3 to generate state foundation monies. When comparing the SF-3 Flow with the SF-3, be sure the submission dates on the SF-3 Flow match or are earlier than the generation of the SF-3. The totals at the bottom of the SF-3 Flow should match Line 2 of the SF-3. Totals include: Students you are educating Your students being educated elsewhere Grades KG through 12 including ungraded.

SF-3 Flow Explanations EMIS data reported by your district You are educating the student 10 = Resident Student 11 = In-state, non-resident tuition student 17 = Non-resident residing with grandparent ( ORC) 18 = Non-resident senior attending ( ORC) 1A = Non-resident student - parent district employee ( ORC) 1C = Foster Care Placement( ORC) 1D = Direct Pay Tuition (parent pays) 1P = All placement in a licensed home, institution, group home or other licensed residential facility other than foster care ( ORC) 1S = Non-resident - Superintendent agreement ( ORC)

Student is being educated in other than your district 24 = ESC instructing student 25 = Post Secondary instructing student 2M = Community school instructing student Funding for FY06 will be driven solely by data reported on the CSADM Districts must still report these students through EMIS for the FY06 school year Unsure if the 2M will still appear on the SF3-Flow report. Student is your resident being educated by another entity.

SF-3 Flow Explanations, cont’d. EMIS data that OTHER districts have reported about students that they are educating. Are considered legal residents of your district and for which by law your district is considered to be responsible to educate: 10 = JVSD Students Only 12 = In-state, non-resident, vocational contract 13 = In-state, non-resident, non-tuition, non-contract (Unauthorized) 19 = Non-resident, Open Enrollment (Regular district and JVSD) 1B = Non-resident, Special Education program 1H = Your resident attending an ESC 34 = Non-resident, Open Enrollment students attending an ESC for part of the day 35 = Non-resident, Open Enrollment student attending a Post Secondary Institution for part of the day 49 = Cross Jointure open enrollment student Codes

Funding Issues Data reported by the educating district about your residents. While these students are included in the SF-3 line 1A – 1J, funding for these students will be transferred to the educating districts, except for students with the “10” and “13” codes. There are some deductions for JVS (Code 10). Resident district keeps all the money for students coded as “13”. Other adjustments Codes 12 and 1B – Calculated based on EMIS data received from the educating district. Codes 19, 34, and 35 – Based on data reported on the SF-OE forms processed by Area Coordinators. Funding Funding

Funding Issues cont’d. MR/DD students The number of MR/DD students in the current year greater than the number reported for FY98 will be added to the SF-3 by School Finance. Based on data submitted by the MR/DD. Pre School students with a disability Disability condition “11” Are excluded from the SF-3 Flow regardless of grade level Note: No special education weighted amounts follow the student to the Open Enrollment districts CTA weights do follow the student in Open enrollment

An October check list for EMIS Coordinators  Contact The MR/DD for a list of students currently attending from your district.  Make sure your October EMIS data matches the CSADM report. (proposed change for FY07)  Make sure there are no missing or duplicated SSID numbers.  Make sure that SF-3 Flow “Adjustment” report has been reviewed and corrected.  Determine if any KG students have an 11 handicapping condition  These will be excluded from the formula ADM  Review all unexcused absences for the FFWO  Review the EMSAGG6 report for student with no days attendance and no reason
