Protection of the environment in Mediterranean Islands via the valorisation of grape cultivation PROMED Italia-Malta Cross-Border Cooperation Programme

To achieve a fully federated political form the European Union (EU) is working to improve the economic well-being of regions in the EU and also to avoid regional disparities. More than one third of the EU's budget is devoted to this policy, which aims to remove economic, social and territorial disparities across the EU, restructure declining industrial areas and diversify rural areas which have declining agriculture. In particular, under the Treaty of Lisbon (December 13, 2007), the EU has developed and continues to support a specific policy of economic and social cohesion. PROMED Italia-Malta Cross-Border Cooperation Programme

The instrument developed to realize this purpose are the so-called European Structural Funds. These funds have been subject to continuous and appropriate modifications, in relation to the different positions tend to be consistent with policy and programming in the time taken by the EU. In this contest, the Structural Funds are multipurpose tools (financial, planning, scheduling) set up to implement the Cohesion policy. They aim to reduce regional disparities in terms of income, wealth and opportunities. Europe's poorer regions receive most of the support, but all European regions are eligible for funding under the policy's various funds and programmes, such as the most recent ERDF (The European Regional Development Fund) and ESF (The European Social Fund). The Structural Funds are tools created and managed by the European Union to finance various development projects within the EU. The main Objectives for are: Convergence Objective, Regional Competitiveness and Employment Objective, Territorial Cooperation Objective. The structural funds currently committed 37.5% of the total budget of the European Union. At the level of individual regions of the EU Structural Funds are expressed by specific programs, so-called Operational Programmes (OPs) both Regional (POR) and supra-regional (PON), bound to the guidelines issued by the relevant Regulations. The eligible areas of the Cross-border Cooperation Programme are the following: 1) NUTS III areas which anjoy physical proximity AREAS IN SICILY: The regional Provinces of Agrigento, Caltanissetta, Ragusa, Siracusa and Trapani. AREAS IN MALTA: The entire state of Malta (which includes the islands of Malta, Gozo e Comino). 2) NUTS III adjacent areas: the regional Provinces of Catania and Palermo (eligible for financing in terms of article 21(1) of Reg. Italy-Malta Operational Programme PRIORITY AXIS I: COMPETITIVENESS: RESEARCH AND INNOVATION; SUSTAINABLE DEVELOPMENT According to the rules set by the Lisbon strategy, the Priority Axis I is designed as a crucial cross- action of the Program in order to promote competitiveness and innovation in the cross-border area. The general objective of the axis aims at the promotion of research and innovation guaranteing the exploittion of natural and cultural resources with models of sustainable tourism. The axis’ strategy contribute to improve the system of cross-border accessibility as well as take action related to the strengthening of Italian-Maltese institutional partnerships. Italy-Malta Operational Programme The programme axis intends to reach the following Specific Objectives: 1.1 Supporting research and innovation in order to promote sustainable development paths; 1.2 Improving cross-border accessibility and reinforcing transport systems that are more environmentally friendly; 1.3 Contributing to the improvement of the integrated tourist offer in the cross-border area; 1.4 Contributing to the strengthening of cross-border institutional partnership in the areas identified under the Priority Axis I. 1.1 Supporting research and innovation in order to promote sustainable development paths; PROMED Italia-Malta Cross-Border Cooperation Programme PRIORITY AXIS I: COMPETITIVENESS: RESEARCH AND INNOVATION; SUSTAINABLE DEVELOPMENT According to the rules set by the Lisbon strategy, the Priority Axis I is designed as a crucial cross- action of the Program in order to promote competitiveness and innovation in the cross-border area.

Italia-Malta Cross-Border Cooperation Programme PROMED The general objectives of the project are fighting the erosion on the islands of Gozo, Malta, Pantelleria and Linosa and developing and increasing the sources of eco- friendly income alternative to seaside tourism. The specific objectives are reversing the country abandonment, increasing green cover during drought, safeguarding the system of drystone walls, rationalization of water resources, acquisition of high- income products development of tourist routes, maintenance of results after the conclusion of the project.
