Steve Lose 202-781-4052 Steven.Lose@Navy.Mil Submarine Warfare Federated Tactical System (SWFTS) Post Installation Testing Value Stream Analysis (VSA) 9-11 July 2008 Steve Lose 202-781-4052 Steven.Lose@Navy.Mil

SWFTS VSA Team Leads: Brian Toth, Scott Turk and Don Altizer Lean Team: Marcus Burrell / Lynn Hansen / Jill Winkelman Boundaries: Input - SE&I and I&T Testing Output – AIT Installation Completion Message Scope: The processes being evaluated are defining SOVT and SoS Level Post-Installation Testing requirements across Backfit (SSN 21, SSN 688/I and SSGN 726 Class) and VIRGINIA (SSN 774 Class) submarines.  The process involves PEO-SUB, PMS392, PMS394, PMS401, PMS425, PMS435, IWS-2, NSWC – Port Hueneme, NUWC (KPT and NPT), SEA07W, SUBMEPP, NAVSUBFOR, SPAWAR and Lockheed- Martin. Current state: USS Virginia (SSN 774) and USS Asheville (SSN 758) Future State: SE: APB-09 Production I&T and Install: TI-08 for USS Boise (SSN 764) and USS North Carolina (SSN 777)

SWFTS VSA Ground Rules Be open minded with Best of the Best Post Installation Test Processes: What’s best for Fleet and PARMS Gain efficiencies Reduction of total installation time requirements (Ao). Does not imply responsibility or personnel changes Constructive criticism welcome Non-attributional discussions Don’t make it personal Respect the Opinions of others SWFTS is a Team Sport – Be one Team!

Post Installation Test Problem Statement Currently there are two (2) Post-Installation Testing processes that exist within Team Submarine Backfit (SSN 21, SSN 688/I and SSGN 726 Class) which is comprised of several different test programs and activities/organizations VIRGINIA (SSN 774 Class) In-Service Fleet Modernization efforts. Differences exist in regard to Testing Specifications between the two (2) processes. It is sensible to eliminate any SOVT and SoS Level Post-Installation Testing process differences and establish and utilize common testing specifications in order to achieve maximum commonality, a more streamlined Post-Installation Testing process and to cost-effectively provide the greatest war fighting capability to the Fleet.

Test Onboard like in the Lab SWFTS VSA Charter Develop commonality across all subsystem testing Focus on Subsystem Operational Verification Testing (SOVT) and System of Systems (SoS) Level testing guidance and requirements. Develop a process to ensure a good hand-off from I&T Full understanding of SoS lab testing Leverage as much as possible from I&T (lab results, test procedures, process, etc.).  Document what hasn't and needs to be pushed to the platform. No or minimum repeat/duplication of testing onboard Leverage off I&T test procedures Test Onboard like in the Lab

SWFTS VSA Charter Streamline Post-Installation Testing process to support ship Modernizations and reduce Ao Incorporate SCS Cap testing to better identify and validate mission scenarios earlier. Participants: PMS450, PMS425, PMS435, PMS401, PMW770, PMS392, IWS-2, IWS-6, MARMC, NUWC NPT, NUWC KPT, SPAWAR, SUBMEP, Lockheed Martin and Electric Boat.
