Slide 2 HISTORY September 22 nd – Rain Event October 18 th – MN Legislative Special Session – $10m RIM – $3m Cost Share 29 Counties Declared Disaster

Slide 3

Slide 4 OPPORTUNITY Focus on floodplain enrollment. Mold RIM & WRP eligibility together to address floodplain and riparian areas. Leverage Federal Funding from WRP – 1:1.6 – $10m State + $16m Federal = $26m – Combined payment rate formula Collective effort of SWCDs, NRCS & BWSR! Signup Jan. 5 – March 4, Completed application due BWSR St. Paul by March 11 th.

Slide RIM-WRP Floodplain Riparian Eligibility Matrix

Slide RIM-WRP Floodplain Riparian Eligibility Matrix Offered AcresWRP Eligibility CategoryExtent of Eligible Land Floodplain Cropland – frequent or occasionally flooded. Agricultural Land – Restorable Floodplain Wetlands  100 year floodplain +minimal square up, or  Extent of frequently and occasionally flooded soils plus additional adjacent land not to exceed 49% of the easement area.

Slide 7

Slide RIM-WRP Floodplain Riparian Eligibility Matrix Offered AcresWRP Eligibility CategoryExtent of Eligible Land Floodplain Cropland; non- flooded soils – with flood damage (scour, sediment deposition etc). Lands Substantially Altered by Flooding  100 yr. floodplain, or  Extent of damaged land plus additional adjacent land not to exceed 49% of the easement area.

Slide 9

Slide RIM-WRP Floodplain Riparian Eligibility Matrix Offered AcresWRP Eligibility CategoryExtent of Eligible Land Riparian Land – without flood damage.  Adjacent to DNR protected Waters/Streams.  Connect to an existing protected area, or  Offer is within 1 mile of an existing protected area, or  In cases where no protected areas exist within one mile; two or more concurrent offers are accepted within 1 mile of each other.  100’-300’ corridor plus 300’ adjacent lands. Total of 600’max. each side of the watercourse.

Slide 11

Slide 12

Slide 13 Focus of program is on damaged cropland. Non-cropland located between cropland and riparian source must be included in the easement. Compensation for these acres limited to 50% of cropland eligible acres. Balance must be donated. Points awarded here for those donating all of the non-crop acres.

Slide 14 Site received physical damage from recent events as a result of water movement vs. inundation. New channel formation, deposition of material has been documented on this site.

Slide 15 Percent of crop unharvested or lost.

Slide 16 Flood Frequency – Rely upon soils to document how often a site tends to flood.

Slide 17 We are not anticipating much in the way of restoration of wetlands in the floodplain. Crop cessation will be the major restoration activity. If present, removal of dikes/levies to restore the extent of the floodplain will likely be required.

Slide 18 Our goal is to enroll the entire floodplain within the ownership unit. We would like to deal with the entire issue one time.

Slide 19 Priority on larger streams.

Slide 20 DNR Natural Heritage Database

Slide 21 If part of a bigger project or program (local, state or federal) that is either planned or underway to manage flood waters.

Slide 22 Mandatory cost factor for WRP program.

Slide 23 CONSERVATION PLANNING Cost Share: 75% NRCS to max. 25% or balance BWSR to max. Wetland Restorations – Limited from an engineering/structural standpoint. Upland vs. Wetland – Separate as necessary. Upland – 643 Native Prairie Planting. Wetland – 657 Natural regeneration with temp cover of 5# PLS switch grass for now.

Slide 24 WRP PRACTICES Utilize existing Toolkit WRP narratives. 657 – Wetland Restoration. – Cropping Cessation – Natural Regeneration of Vegetation – Cropping Cessation – Native Vegetation Establishment – Existing wetlands – Others as appropriate – ditch plugs, dike removal etc. 643 – Restoration and Management of Declining Habitats – Tallgrass Prairie. No food plots or tree planting 24

Slide 25 RIM PRACTICES Upland – RR-2 Wetland/Floodplain: Primary RR-8b Crop Cessation Supporting RR-2 Primary RR-3C Natural Succession Supporting RR-2 *Limited RR-8 restoration – engineering follow-up. No food plots or tree planting

Slide 26 LANDOWNER ELIGIBILITY Land must be owned by applicant for 7 yrs. at time of application – potential waiver. Only privately held lands and tribal lands are eligible (no federal, state or local government lands are eligible). All landowners must be AGI,HEL/WC compliant with Federal Food Security Act to be eligible.
