WHAT IS A GANG? any group of three (3) or more people, formally or informally organized, which may have a common name or identifying sign or symbol, whose members individually or collectively engage in or have engaged primarily in street level criminal behavior, creating an atmosphere of fear and intimidation within the community.

HOW WE CLASSIFY A GANG MEMBER The Ottawa Police Service refers to the 7 point criteria adopted across Canada, which was developed and disseminated by CISC for use in classifying persons as gang members. 3 of the 7 criteria must be met in order to classify a person as a confirmed gang member and criteria #4 must be one of those.

CISC criteria #1 - Reliable information that a person is a gang member #2 - Police officer observes person associating with known gang member(s) #3 - Person acknowledges gang membership #4 - Person is involved directly or indirectly in a gang motivated crime #5 - Court finds the person to be a gang member #6 - Person found to be displaying common or symbolic gang identification or paraphernalia (street-name, tattoos, colors,) #7 - Physical evidence, including photographs, documents, data or items of evidentiary value that speak to street gang membership, which are not outlined here

STREET GANGS in OTTAWA At any given time, there are 15 to 19 identifiable groups operating within the City of Ottawa that could be classed as ‘street gangs’. Most of these groups can be listed as sub- groups of the Crips or the Bloods. Traditional ‘Hardcore’ gangs & ‘ Hybrid’ gangs Approximately 473 members/associates
