Intergovernmental Agreement between Cochise County and AZ Dept. of Health Services Contract #:HG Description Price. CDC Emergency Preparedness & Response$350,079 Pandemic Influenza, Phase II$105,405 Early Warning Infectious Disease Surveillance$ 50,000 Total$505,484 Term: 4/1/2007 – 8/30/2011

Context: The National Response Plan (NRP) Following 9/11/01 the Dept. of Homeland Security was formed and a National Response Plan for disaster response was put in place. “The NRP forms the basis of how federal departments and agencies will…coordinate with state, local, and tribal governments and the private sector during incidents.” Dept. of Health and Human Services (CDC) was put in charge of public health-related responses. Contracts: US HHS (CDC)  AZ DHS  Cochise County Health Dept.

Bioterrorism Preparedness Objective Establish and test protocols to help the County respond to natural and manmade hazards, prevent loss of life, and protect public health. The Cochise County Health Department is the lead County agency in this effort.
