Patrick Juré France Telecom R&D ITU-T SG13 July 2003 Some key issues for NGN standardization

ITU-T SG13 futures session – July 25, D2 France Télécom R&D Introduction è The draft NGN 2004 project description contains a description of basic characteristics and capabilities of NGN. è Starting from the NGN 2004 definition, it is interesting to identify some key aspects, that could be very structuring for the architecture è They should be produced as an answer to NGN requirements and they need to be addressed in early NGN standardization

ITU-T SG13 futures session – July 25, D3 France Télécom R&D è The decoupling of services and networks strongly impacts the underlying business model è Actors involved in NGN definition do not always imagine the same reference business model : ‡ For instance, pure service providers and incumbent telecom operator have different views ‡ Complexity is also stemming from the "all access technologies" NGN context, since existing or foreseen business models attached to access technologies may strongly differ from one to the other. The decoupling of services and networks addressed through roles

ITU-T SG13 futures session – July 25, D4 France Télécom R&D Decoupling of services and networks addressed through roles è However, experience shows that it might be long and difficult for experts to specify an architecture if they do not share the same target business model è Our proposal is that at this stage we should only focus on roles rather than on telecom actors è Starting from the simple enterprise model defined in Recommendation Y.110 we should deduce some guidelines in terms of business model for the NGN

ITU-T SG13 futures session – July 25, D5 France Télécom R&D Decoupling of services and networks addressed through the network mediation è Since some control layer functions are clearly designed to control network resources and other functions are more oriented towards user and service level control, it is natural to separate these two functional sets and to study what is needed there in NGN context. è The sub-layer "Transport Control Mediation" lies in between service control and resources control. It is often quoted as Network Mediation. è Actually, network mediation is crucially needed when one considers: ‡ the services-resources independence and the multi-access and nomadism case ‡ the current networks parcelling and the end to end support of QoS demand ‡ the variety of addressing scheme ‡ …

ITU-T SG13 futures session – July 25, D6 France Télécom R&D Conclusion : key issues in NGN standardization è We recommend to study roles, we think it is a structuring factor for NGN architecture. è We have highlighted the importance of network mediation. Network mediation is a concept that should be considered while producing guidelines for business model, functional architecture, interfaces and protocols. è In addition : è Services would benefit from a centralization of information such as user location or user presence, independently of the access network being used or the service type being requested. è For user services that have specific QoS requirements, end to end QoS provisioning is really important, especially when the provisioning is throughout many access networks and core networks.
