Certified Judicial Need  The Judicial Resource Study is used to measure the Workload of Trial Court Judges ( by providing a weight to each case filing.  Certified Judge need is number Judges needed to handle 100% of weighted filings  The State of Florida for FY has a Certified Judge Need of 33.9 additional Circuit Judges and 48.5 additional County Judges  The 20 th Judicial Circuit for FY has a Certified Judge Need of 3.8 additional Circuit Judges and 3.5 additional County Judges
