English Literacy Civics Education Grant in Oregon Regional Meetings Presentation Fall 2007 Sponsored by the Department of Community Colleges and Workforce Development This was show last year. The Federal Registry, November 17, 1999 defined civics education as: “an educational program that emphasizes the contextualized instruction on the rights and responsibilities of citizenship, naturalization procedures, civic participation, U.S. history, and government to help students acquire the skills and knowledge to become active and informed parents, workers, and community members.” Have a teacher read

What is the purpose of EL/Civics? The intention of EL/Civics is to provide integrated English literacy and civics education to immigrants and other limited English proficient populations to promote effective participation in the education, work, and civic opportunities of this country. What is required of Oregon grantees to fulfill the purpose of EL/Civics? Incorporate Crossroads Café and/or On Common Ground into instruction. Incorporate innovative instructional strategies by using distance education and/or technology. Expand educational services. Demonstrate strong community support and partnerships. Read and explain how we have done these at Lane. Used segments whole episode,used materials ( books -workbooks- used to have a CC class), can still see stan P on LCC TV and OCG is still being shown on LCCTV, have provided classes that are not in or budget.partner with school districts (outreach) etc… Cathy?

What else is required? Participate in professional development training and activities that focus on civics curriculum development, including contributions to the EL/Civics listserv. Utilize the state approved assessment tools. Utilize TOPS data system. Meet or exceed statewide performance levels for federal reporting. Read and Explain: There are 3 meetings a year- used to be all state -now they are regional to limit travel expenses, all expenses are paid by grant including subs and food and accommodations, and transportation. First meeting Oct 17, 2008---10-3:30-Leave from lane in #32 prius -facilitated by Gary F. and Indy B.--- on agenda is Learn the requirements of the ELC Grant and the listserv-Jenni Meet colleagues from other schools and campuses -Planning activities for the year and listserv reporting-learn useful things you can take back to your classroom. Winter meeting date will be determined during Fall meeting -Spring meeting is in Menucha -all state comes and Menucha (May 7-8) CASAS AND BEST Plus-we use best plus and CASAS reading Our numbers were super good last year---higher than other colleges in the state in same size category!!!

EL/Civics in Oregon ABS programming administered through 17 community colleges and the Dept. of Corrections in Oregon 12 community colleges administer EL/Civics grant program Urban & rural Small & large Campus-based & community-focused Some of the colleges are…PCC, Klamath CC, Chemeketa, Treasure Valley CC, Rogue CC, Oregon Coast CC, South Oregon Coast CC etc…

Overview of our beginnings EL/Civics 2001-2004: Overview of our beginnings Each college interpreted grant requirements differently Different levels of participation across the state Program implementation was not cohesive or very systematic Read and explain; we had OCG classes AM and PM, we offered separate levels with the $$, then we integrated into 3-4-5, then 456,then 56 and RW. Other colleges spread it across all classes. Others used it in Outreach only etc…Some college received a lot of funding up to 60, 000 a year other received less. Some used CC and OCG as a course itself---other integrated it, other didn’t use it at all, some college really got connected to the community with guest speakers and field trips, others focused on technology we had distance education---used the $$$ to film all those OCG wrap around with SP.

List serv is a list of teachers across the state that comes to you via e-mail- you can send in ideas and questions, communicate with others who are doing EL Civics, it’s used for formal reporting of what each teacher is doing in his/her class. EL/Civics 2005-2006 A New Beginning Created EL/Civics Advisory Group Re-invented Professional Development offerings EL/Civics State Coordination part of Education Specialist position (internal) Created EL/Civics Planning Guide Integrated California Civic Objectives with Crossroads Café and On Common Ground Changes came!!! 7 or so member of Advisory committee from different colleges-plan and coordinate content of meetings Had a study circle-theme each year-this year it will be goal setting-two years we did Authentic context Pass out the California Objectives- i.Look at all Competency areas to get a broad idea ii. Look at one area and its LLO to get the specific objectives.

Continuous Improvement EL/Civics 2006-2007 Continuous Improvement Professional Development retreats in October, January, and April Teaching and Learning in Authentic Contexts study circles Intra- and Inter-program collaborations NCSALL presenter, Kaye Beall, came 3 times from Indiana to lead all state instructors ina study circle format regarding Authentic Context Some colleges took field trips to the Capital together for ABSE DAY-others had pen-pals communicate between college and then meet up at as a field trip. Great results. 2007-2008-continued Authentic Contexts/materials application/discussion and used it UP! Bev---memories from you last year?
