You could start with the Summer Programme and the Short-Term Postdoctoral Fellowship Programme. After these fellowship experiences, you’d be familiar with Japanese culture and would have networks with Japanese universities or research institutes. For the next step, the Postdoctoral Standard Fellowship Programme is recommended to apply. You can conduct collaborative research with Japanese counterpart for up to 2 years.
