Regional Water Studies Recommendation of 2018 Water Task Force Final Report and directive from Governor’s office First regional study: 2017 Southeastern Indiana Water Study Evaluated a regional supply along the I-65 corridor Goal: Help drinking water utilities better plan for regional, long-term needs All counties will be studied

Central Indiana Water Study Phase I – Regional Water Demand Phase II – Regional Water Supply Phase III – Water Availability Modeling and Optimization Phase IV – Infrastructure and Cost Analysis Phase V – Public Education and Outreach

Phase I – Regional Water Demand Determine baseline use Consider all sectors: residential, commercial, industrial, and agricultural Forecast water demand in the study area out to the year 2070 Evaluate multiple overlapping growth and drought scenarios Standard summer Drought of Record Future climate change scenarios Water conservation Lawn irrigation

Phase II – Regional Water Supply Identify and collect data necessary to have a better understanding of groundwater and surface water supplies in Central Indiana, including aquifer levels and stream flows Install/upgrade: 12 monitoring wells 10 stream gauges 2 weather stations

Phase III – Water Availability Modeling and Optimization Construct a regional water model Define areas of aquifer stress Collect localized data Create tool that will allow utilities to add wells and change pumping rates for predictive purposes

Phase IV – Infrastructure and Cost Analysis Evaluate potential infrastructure needed to address deficits forecasted in Phase III, including: Cost benefit analysis, Environmental siting, Regulatory and permitting conditions Evaluate potential interconnections, and the technical, regulatory and operational issues that would need to be addressed On hold until 2020

Phase V – Public Education and Outreach Identity topics to better communicate with the residents of Central Indiana Work with utilities to develop a regional public education message Develop public education materials Develop outreach implementation plans that include timelines and estimated costs

Regional Planning Meetings Directive of SEA 4 Annual meetings, reporting every odd-numbered year Required for assistance from SRF Loan Program Goal: Formation of utility-led, independent, long-term planning groups Applies to drinking water and wastewater utilities Community Water Systems NPDES Municipal Major and Minor sanitary-type permit holders

Validated Water Loss Audits Directive of SEA 4 Water Loss Audits – every year Validated Water Loss Audits to IFA – every even-numbered year Self-certification option Required for assistance from SRF Loan Program Applies to drinking water utilities that: Community Water Systems and sell water through meters Goal Reduce water loss and potentially realize savings In 2015, Indiana utilities produced over 50 billion gallons of water that did not generate revenue, resulting in a loss of $54.6 million

Validated Water Loss Audits AWWA Free Water Audit Software; same one used in 2016 Engaged Indiana Section AWWA to conduct: No-cost Water Loss Audit workshops CEUs available at Water Loss Audit workshops Utilities may complete Water Loss Audit onsite at some 2020 workshops Certified Validator Training workshops and certification exams Certification good for four years Calendar of dates and locations will be available very soon on website In 2015, Indiana utilities produced over 50 billion gallons of water that did not generate revenue, resulting in a loss of $54.6 million

Lead Sampling for Schools and Child Care Facilities Voluntary program, developed with assistance from IDEM Goal: Help public schools and child care facilities assess for presence of lead in drinking water in their buildings All public schools and child care facilities (recognized by the IDOE and Indiana FSSA, respectively) are eligible Schools and child care facilities that are classified as Public Water Supplies are not eligible, as these already test for lead under the Lead and Copper Rule.

Lead Sampling for Schools and Child Care Facilities Similar to 2017-2018 Lead Sampling Program U.S. EPA grant requires priority to facilities that: Serve children < 6 years Serve low to moderate income children Operate in buildings built prior to 1988 Have not already participated in IFA Lead Sampling Program

Lead Sampling for Schools and Child Care Facilities Assistance covers cost of : Sample collection bottles Postage Sample analysis cost Facilities cover collection and any remediation costs IFA will provide training and remediation guidance specific to each facility’s results Application period: TBD
