Working Group 2 Objectives To identify priority objectives to be implemented in the next 3 years for the promotion/adoption of the Global Strategy and the introduction of the new WHO child growth standards; To identify indicators to monitor progress

Promotion/Adoption of the Global Strategy for Infant & Young Child Feeding

1.Development/Implementation of national IYCF policy & program Objectives Activities Lead Agency Indicators Develop national IYCF policy based on the recommendations of the Global Strategy Develop national IYCF program (in countries where there is no national program) Appoint IYCF Committee Convene consultations for development of national IYCF policy & program Ensure policy integrated into relevant programs (e.g. ECD; HIV/AIDS, neonatal health, child health) Chief Medical Officer or MCH Coordinator IYCF committee National IYCF policy submitted for approval by July 2006 National program with measurable objectives planned & implementation initiated by April 2006

2. Full Implementation and Active Monitoring of the BFHI Objectives Activities Lead Agency Indicators To achieve active and sustainable implementation of the BFHI in all countries Preparation/review of plans for achieving full BFHI implementation Carry out monitoring and/or reassessment of designated facilities Develop/implement Communication Strategy to heighten public awareness of BFHI IYCF committee committee & Nutrition Unit At least the main hospital in each country will receive the baby-friendly designation by 2007

4. Review of IYCF Curricula in Pre-Service Education for Health Care Providers Objectives Activities Lead Agency Indicators To provide medical, nursing, midwifery and allied public health students with required competencies to protect, promote and support optimal IYCF practices Have discussions with relevant training institutions Review/Infuse revised IYCF –related competencies in the medical & nursing training curricula Preparation of learning materials IYCF committee IYCF committee & tutors Pre-service medical & nursing training curricula revised by end of 2007; other relevant curricula by end of 2008

5. Review of in-service training programs for health care providers Objectives Activities Lead Agency Indicators To upgrade health workers’ knowledge, skills and attitudes related to IYCF Collect baseline data (needs assessment) Compile/update data base of trained persons Develop IYCF annual training plan & schedule; obtain funding Conduct training programs Nutrition & MCH units MCH Unit IYCF committee Nutrition Unit In-service training plans prepared & implementation initiated by June 2006 100% of trained persons listed in database by January 2006

6. Strengthening of Community-based IYCF outreach and support activities Objectives Activities Lead Agency Indicators Strengthen community capacity for promotion and support of optimal IYCF practices Include representatives of relevant NGOs in IYCF committee Standardize messages & distribute educational materials Conduct sensitization/ training programs IYCF committee Nutrition Unit Nutrition & MCH Units Training for building community capacity conducted by end of 2006 # of community persons trained to provide support to mothers and their families

7. Implementation of comprehensive IEC strategy for improving IYCF Objectives Activities Lead Agency Indicators To increase public awareness of IYCF recommendations and IYCF national policy & programs Conduct research on IYCF options, practices & determinants Develop IEC strategy in coordination with any related strategy e.g. PMTCT, MCH, health promotion Prepare supporting communication materials IYCF committee Nutrition Unit Data collection completed in at least 5 countries by Sept 2006 IEC strategy prepared in at least 5 countries by end of 2006; in others, by end of 2007

8. Development/Implementation of standards and guidelines for provision of contraceptive support to breastfeeding women Objectives Activities Lead Agency Indicators Increase provision of contraceptive support to breastfeeding women Review reproductive health policies to include guidelines for counseling breastfeeding women on contraceptive methods, including LAM Train family planning counselors on these guidelines MCH Unit Standards & guidelines approved and implemented by end of 2006 100% of family planning counselors trained in use of guidelines by end of 2006

9. Review of Policies for IYCF Counseling & Support to HIV-positive mothers Objectives Activities Lead Agency Indicators To provide adequate infant feeding counseling support to HIV-positive mothers Review existing HIV and infant feeding guidelines in PMTCT policies based on current recommendations Conduct sensitization and training of VCT counselors Establish system for monitoring the infant feeding counseling & support services IYCF committee in collaboration with PMTCT program coordinator Nutrition Unit PMTCT program coordinator Policies revised or developed by end of 2006 100% of counselors trained by June 2007

10. Development/Implementation of Policies and Plans related to IYCF in Emergencies Objectives Activities Lead Agency Indicators To protect, promote and provide support for appropriate IYCF practices during emergencies Advocate for inclusion of relevant policies & plans in national emergency plans Prepare relevant policies and plans Conduct training for shelter managers & health workers Integrate subject in pre-service training curricula IYCF committee Nutrition Unit Relevant policies and plans included in national emergency plans by July 2007 Training conducted by end of 2007 Integration in curricula by end of 2007

The Introduction of the new WHO Child Growth Standards

Strengthening of Growth Monitoring/Promotion (GMP) including updating of growth charts Objectives Activities Lead Agency Indicators To upgrade GMP programs based on WHO recommend-ations .Evaluate procedures in child health services .Revise child health records; incorporate new growth standards .Determine equipment needs, prepare maintenance plan .Carry out pilot test of use of revised records .Prepare training materials & conduct training on use of chart & counseling .Monitor the introduction of revised records country-wide MCH Unit Steering committee (appointed by MOH) Nutrition Unit Revised child health records with new growth standards introduced country-wide by end of 2007

Development of nutrition surveillance system including monitoring of IYCF practices Objectives Activities Lead Agency Indicators To monitor anthropometric indicators and key IYCF practices To measure outcomes of policies & programs; To use in program management Define key indicators to be monitored & data collection, analysis & reporting procedures Consult with HIS about integration of child nutrition indicators Conduct training in data collection, analysis and interpretation & use Nutrition Unit & IYCF committee Nutrition Unit Data collection & reporting procedures established as part of nutritional surveillance and/ or health information system (HIS) in at least 5 countries by end of 2006; in other countries by end Of 2008
