WLTP-27-02e Informal document GRPE-79-xxe (79th GRPE, 21-24 May 2019, agenda item 3(b)) Request to extend mandate WLTP Informal Working Group and for guidance on future work plan prepared by WLTP IWG Document has been prepared following initial discussions in WLTP IWG in its 26th session (Zagreb). The document will be revisited in the 27th session (Geneva, 20th of May). A revision might be issued prior to GRPE.

Mandate WLTP – Phase 2 The WLTP IWG mandate is described in ECE/TRANS/WP.29/2016/73, adopted by WP.29/AC.3 at the 169th session. ECE/TRANS/WP.29/2016/73 contains both scope of the work under WLTP Phase 2 and the related timeline. It also provides GRPE the possibility to prolongate or extend the mandate.

Timeline WLTP – Phase 2 From ECE/TRANS/WP.29/2016/73 III. Timeline 8. The work of the IWG on WLTP Phase 2 should be completed by 2019. Phase 2 will be divided into Phases 2a (until June 2017) and 2b (until the end of 2019). The transposition of UN GTR No. 15 on WLTP into new Regulations annexed to the 1958 Agreement should ideally be finalized by the end of 2017 but the work may continue until the end of 2019 without a formal modification of this mandate, if needed due to circumstances. 9. A prolongation and extension of the mandate of the IWG on WLTP should be considered by GRPE in due time. Adopted by WP.29/AC.3 at the 169th session

Request to GRPE-79 (1) By June 2020 most of the Phase 2a + 2b items currently under development will be finished (WD to GRPE). Request-1: extend WLTP Phase 2b mandate by an additional 6 month till mid 2020 And inform WP.29 accordingly (see point 9 of ECE/TRANS/WP.29/2016/73)

Missing items from Phase 2 Mandate Original items described in ECE/TRANS/WP.29/AC.3/26 and Add. 1: High altitude: priority given to Low T; pending till CP offers to take the lead ISC: limited resources, lengthy discussions on feasibility under 1958 Agreement and new RDE developments. At its June 2009 session, AC.3 decided to focus the work on the development of the test cycle and the test procedures, and to keep the development test procedures for Off-Cycle Emission (OCE) and Mobile Air Conditioning (MAC) separate from Phase 1. Considering the European Union (EU) decision to apply OCE and MAC procedures by 2014, it was also agreed that GRPE work on developing test procedures for OCE and MAC in an open way and in parallel with Phase 1, so that after completion of the technical work those procedures might be incorporated into the gtr, or in a 1958 Agreement Regulation, or in a EU legal text."
