Rapid changes in climate are altering ice and snow cover Premise: Rapid changes in climate are altering ice and snow cover Consequences for: Arctic ecosystems, Indigenous societies, and Global climate. The IARPC recognized that there is a broad consensus among scientists and residents of the region that the Arctic is warming rapidly and diminishing snow and ice cover both on land and the sea. Those changes in snow and ice are affecting ecosystems and the people who depend on them both in the Arctic and farther away.

NATIONAL OCEAN POLICY PRIORITY OBJECTIVES Ecosystem‐Based Management Inform Decisions and Improve Understanding Observations, Mapping, and Infrastructure Coordinate and Support Regional Ecosystem Protection and Restoration Resiliency and Adaptation to Climate Change and Ocean Acidification Water Quality and Sustainable Practices on Land Changing Conditions in the Arctic Coastal and Marine Spatial Planning

EBM definition (NOAA) ..an integrated approach to management that considers the entire ecosystem, including humans. The goal ……is to maintain an ecosystem in a healthy, productive and resilient condition so that it can provide the services humans want and need. EBM does not focus on a single species, sector, activity or concern; it considers cumulative impacts of different sectors.

Interagency Working Group on Coordination of Domestic Energy Development and Permitting in Alaska (a) facilitate orderly and efficient decision making regarding the issuance of permits………..; (b) ensure coordinated schedules and progress of agency regulatory and permitting activities..; (c) facilitate the sharing of application and project information among agencies……..; (d) ensure sharing & integrity of scientific & environmental information & cultural & TK…; (e) engage in long term planning & ensure coordination with the appropriate Federal entities; (f) coordinate Federal engagement with States, localities, and tribal governments……….; (g) collaborate on stakeholder outreach; and (h) promote interagency dialogue with respect to communications with industry…….

IWG / NOC joint initiative: ecosystem-based management for Arctic Integrated Arctic Management ……a science-based, whole-of-government approach to stewardship and planning in the U.S. Arctic that integrates and balances environmental, economic, and cultural needs and objectives. It is an adaptive, stakeholder-informed means for looking holistically at impacts and sensitivities across the U.S. Arctic and generating sustainable solutions.
