Draft Verification Principles September: WQGIT review of draft principles (comments due September 28); approval to transmit revised draft principles to the BMP Verification Review Panel for review September: draft principles shared with Management Board for information at this time October: BMP Verification Review Panel reviews draft principles and recommends further refinements 4

Draft Verification Principles (Cont) October/November: BMP Verification Committee responds to WQGIT and Review Panels feedback on draft principles; requests WQGIT approval to transmit revised draft principles to the Management Board November/December: Management Board reviews/approves final draft principles for transmittal to PSC January: PSC adopts BMP verification principles on behalf of the CBP partnership 5

Review Panel Nominees Management Board decision to be responsible for Review Panel membership decisions (2/9/2012) BMP Verification Committee agrees on panel membership needs, charge at its May 18 conf call Following the June 19 BMP Verification Committee conf call, CBPO issues call for panel nominations –June 21 call for nominations sent to WQGIT, Habitat GIT, all source sector/habitat restoration workgroups, CAC, LGAC, and STAC Total of 27 nominations received 7

Review Panel Nominees (Cont) BMP Verification Committee members received spreadsheet of 27 nominees on July 30, asked to identify top 5 nominees and id any nominees with conflicts or lacking expertise During Aug 16 BMP Verification Committee conf call, narrowed down the list of nominees to 13 –Requested matrix of information for 13 nominees Matrix of info for 13 nominees distributed back to Committee with request for final feedback to support further narrowing down the list 8

Panel Operations BMP Verification Committee approved the panel operations during its Aug 16 conf call Panel Operations: –Face to face meetings (3), conference calls –Work directly with workgroups, seek guest experts as needed –Report back through the BMP Verification Committee Panel Schedule (next on agenda) Panel Staffing: internal CBPO BMP Verification Team composed of work group coordinators and Rich Batiuk 9

Revised Schedule Fall/Early Winter: source sector/habitat workgroup complete their work on their verification protocols; BMP Verification Review Panel reviews draft protocols and issues raised by the BMP Verification Committee (Summer) Feb: BMP Verification Committee reviews and makes needed changes to workgroups recommended BMP verification protocols to ensure consistency with adopted principles (Sept) 11

Revised Schedule (Cont) March: WQGIT review/approval of framework (Oct) April: MB review/approval (Nov) May: PSC review/approval (Dec) Late spring/summer 2013: PSC communication of the Partnerships BMP Verification Program to partners/stakeholders through some formal agreement mechanism (Winter 2013) Summer 2013: BMP Verification Review Panel starts reviews states proposed BMP verification programs (Spring 2013) 12

Revised Schedule (Cont) 13 The Buckley BMP Verification Schedule Rule Still Stands: If the Partnership needs more time to fully address issues raised by the partners, it will (ask for then) take that necessary time to seek resolution.

Finally… 14 Please verify the BMP Verification Committee will be sunset once the PSC adopts the BMP Verification Framework on behalf of the partnership!

Really Finally… 15 A truly amazing amount of work (and agreement) on BMP verification in only 6 months since the Committees first conf call on March 27-we have some incredible partners! No where else in the rest of the country…
