Commuter Operations Tradewind Aviation

Commuter Operations Most requirements and procedures are the same as on-demand operations Flight segments are designated commuter (shuttle) or on-demand on trip sheet Flight schedules are created based on anticipated demand and availability Flights may only be scheduled in Tradewind aircraft with 9 seats or less, along approved routes

Approved Airports (OpSpec C070) Definitions: Regular Airport (R): Approved under scheduled service to a community as the regular stop to that community Refueling Airport (F): Approved as an airport to which flights may be dispatched only for refueling Provisional Airport (P): Approved for use by an air carrier for the purpose of providing scheduled service to a community when the regular airport serving that community is not available Alternate Airport (A): An airport at which an aircraft may land if a landing at the intended airport becomes inadvisable

Ticket Sales No “walk-up” ticket sales are permitted Passenger name must appear on manifest or be verbally approved by a Flight Coordinator to board aircraft

Flight & Duty Time To operate under commuter operations, commercial flying may not exceed: 1,200 hours in any calendar year 120 hours in any calendar month 34 hours in any 7 consecutive days 8 hours between required rest periods (2 pilot operation) 8 hours in any consecutive 24 hours (1 pilot operation)

Flight & Duty Time Scheduled Rest Periods must consist of: 9 consecutive hours for less than 8 hours of scheduled flight time 10 consecutive hours for less than 9 hours of scheduled flight time 11 consecutive hours for 9 or more hours of scheduled flight time

Flight & Duty Time Reduced Rest: 9 hours reduced to 8 hours only if 10 hours of compensatory rest is given beginning within 24 hours of the reduced rest 10 hours reduced to 8 hours only if 11 hours of compensatory rest is given beginning within 24 hours of the reduced rest 11 hours reduced to 9 hours only if 12 hours of compensatory rest is given beginning within 24 hours of the reduced rest However, Tradewind will generally schedule 10 hours of rest to allow crews to fly both commuter and on-demand

Flight Crew Requirements Same requirements as On-Demand, plus: Crews must be trained in commuter operations To act as PIC, 10 hours as PIC in Commuter Operations with a Tradewind Aviation Check Airmen must be completed (IOE) This may be reduced by 1 hour for every take-off & landing up to up to 50% (i.e. with 5 t/o & landings only 5 hours of IOE is required)

Flight Crew Responsibilities and Procedures Gather and Identify Passengers Positively ID each passenger against manifest Prepare Passenger Manifest and Weight and Balance Determine weights and complete W&B Report final passenger manifest to office prior to loading passengers Load Baggage Load all bags prior to boarding passengers Assist Loading of Passengers One crewmember shall assist passengers in boarding the aircraft Ensure air stair restrictions are complied with Tail stands must be in when loading all Caravans Supervise Fueling Ensure fueling is down correctly in accordance with the Fueling Chapter of the GOM The PIC shall brief how these responsibilities are to be distributed

Security A formal security plan is not required for the aircraft that Tradewind Aviation operates, however: Passengers may not emplane or deplane passengers into a secure or “sterile” area Passengers over 18 should be identified with a government issued government ID When able, bags should be inaccessible to passengers during flight Crew should exercise due regard for suspicious activities

Flight Control – Flight Following Aircraft may not depart with a discrepancy between the communicated manifest and the actual manifest

Flight Control – Flight Following Crew must call the office when: In position Maintenance issues occur Discrepancies in the manifest occur Passengers have not arrived within 15 minutes of departure time If anticipated departure times will be delayed more than 15 minutes Passengers are loaded before engine start As soon as practicable upon arrival Following any unplanned issues during flight (i.e. diversion)

Station Requirements There must be a Fixed Base Operator (FBO) at the airport of use The FBO must be attended during scheduled arrival and departure times At each FBO there must be a conspicuous Meeting Point sign directing passengers where to meet Ramp areas must be inspected by the D.O. to ensure they are clear and adequate for safe operations
