Exercise Overview Purpose The purpose of Operation Rescue Beacon – Home Health response to a natural disaster within their area of operation - is to create an opportunity for Home Health Agencies the Trauma Service Area – [INDICATE TSA] (TSA-) to effectively share information, and coordinate activities during incidents which may occur.

Exercise Overview Objectives Evaluate the ability of [AGENCY] to activate their emergency operations plan and initiate call-downs of support staff in accordance with existing SOP's. Evaluate the ability of [AGENCY] to utilize information sharing procedures and platforms, by contacting local emergency management coordinator, during emergency activation in accordance with existing emergency operations plan. Evaluate the ability of [AGENCY] to securely share patient lists, that may be in the impact zone and will need assistance from local responders, to emergency management coordinator in accordance with existing emergency operations plan.

Scenario At T-18-hours, the [COUNTY/CITY]’s Emergency Management Coordinator (EMC), [NAME OF EMC], has issued a city-wide warning of a large storm that is predicted to stall over the area. This will inundate local residences not normally prone to flooding. The Mayor, under the recommendation of the EMC, has issued a disaster declaration.

Scenario The EMC has requested all medical partners to consider evacuations for the following areas: Up to half mile proximity of the [AREA OF FLOODING 1] The entire area south of [AREA OF FLOODING 2] Areas within a quarter mile of [AREA OF FLOODING 3] All areas within quarter mile of [AREA OF FLOODING 4]

Scenario The EMC has requested agencies without capability to evacuate patients to contact Emergency Management immediately. The EMC has requested patient rosters that may be in flooding areas. The EMC has requested personnel rosters of all staff that may be under field operations if a curfew were to be initiated by local government.

Section 1 Pre-Incident Operations Provide a brief synopsis of daily activity under normal conditions? Who receives notifications from Emergency Management for your agency; primary, secondary, and tertiary?

Section 2: Warning and Notification Agency receives notification for natural disaster. Discuss process of response. How is the warning and notification shared with local, county, State, and Federal partners?

Section 3: Response What measures are taken to ensure support to the response, continue services to daily operations, and provide continuous situational awareness to emergency management officials? How does your agency determine response capability? How to does your agency notify staff, on-duty and off-duty? How will your agency be impacted by surge of other response agencies, e.g. ems? How does your agency provide documentation securely to emergency management? What are the appropriate routes for information delivery?
