Good Samaritans Clinic Good Samaritans Clinic is a non-profit, non-denominational organization providing high quality health care services for medically indigent adults and children in St. Louis, Missouri.

Mission Statement Nonprofit organization that provides access to health services in St. Louis, Missouri. Our services will include primary and specialty care including dental, vision, mental health and outpatient services to persons in need.

Philosophy Statement Integrate education and patient centered care by cherishing each patient, seeking out and putting the needs of our patients and their families first, and allowing access to excellent health care services to the underprivileged, underinsured, and uninsured. We promise to provide quality, comprehensive, culturally sensitive, professional medical care.

The Good Samaritans Clinic provides its services as an outpatient department of the hospital and utilizes the hospitals residency program.

According to the Centers for Disease Control and Prevention, over 46 million Americans were without health insurance in 2009; six point six million of those Americans were children under the age of eighteen. (Recent data on health insurance, 2009, para. 1).

The Centers for Disease Control and Prevention stated that 12 The Centers for Disease Control and Prevention stated that 12.4 % of people in Missouri delayed medical care due to cost, resulting in 9.4 % not getting prescription drugs and 14.1% not getting dental care. (Health status and determinants, 2011, Table 81)

St. Louis has a population of 998,692 people, of which 23% of that is children under the age of 18. St. Louis’ population consists of 71% white and 23.4 % black. The median household income is $57,561 and 6.7% of families with related children under 18 have an income level that is below the national poverty level. Approximately 7.1% of St. Louis’ population are unemployed, there are 1,046 people in St. Louis that have graduated with a high school diploma and 21,291 people that have a less than a 9th grade education. (State & county quick facts, 2012).

Organizational Goals Good Samaritans Clinic will deliver high standards of excellence in all programs and services. Good Samaritans Clinic will provide high quality healthcare services for underprivileged, underinsured, and uninsured adults and children in St. Louis, Missouri. Good Samaritans Clinic vows to value our patients, to understand patients’ experiences from their perspective, and to provide an environment in which healing can occur.

Organizational Objectives To integrate quality patient and staff education to identify and reduce risk factors for disease prevention, providing resources throughout the community to improve health and wellness within the first year after opening GSC. To support and increase community awareness about healthcare resources and needs to improve quality of life immediately after opening GSC.

Organizational Objectives (Continued) To serve as the primary care access center for healthcare needs in place of the emergency department to decrease costs of healthcare and decreasing emergency room visits. To create a positive work environment by displaying compassion to enhance patients healthcare experience. To implement current research and residency education to enhance the quality of healthcare delivered.

Staff The staff mix will consist of Registered Nurses, Medical Assistants, Interpreters, Dieticians, Social Workers, Billers, Triage Nurses, Medical Receptionists, Business Supervisor, Nurse Practitioner, Pediatrician, and a Nurse Manager. Because the Good Samaritans Clinic hours of operation are 8:00 – 4:30 Monday through Friday, there is no need for any staff to be on call other than the Pediatrician who falls in a rotation with the Pediatricians in the hospital.

Budget To operate the Good Samaritans Clinic and meet the Joint Commission and the requirements of the Accreditation Council for Graduate Medical Education (ACGME) it will take an average of 39.5 FTEs. The total salaries and contract wages will equal $1,955,251.00 for the year; if you include fringe benefits it will total $1,982,148.00.

Revenue The Good Samaritans Clinic’s operating revenue will come from Medicaid, Medicare, and self-pay patients generated from the care given by the nurse practitioner, the pediatrician, hospitalists and the residents both in the clinic and in the hospital. Revenue will also come from private donations that come from local corporations that support the mission of the clinic, from hospital fund raisers, and from private benefactors.

Expenses Total expenses for the Good Samaritans Clinic total $2,681,271.00. What encompasses this total includes medical supplies, patient supplies, other supplies like laundry/housekeeping and printing. The total also includes total services like physician purchased services (hospitalists), overhead expenses that include phones/pagers, mileage, postage and community charitable expenses (outside interpreter services), and building improvements.

Conclusion The Organizational Strategic Plan (OSP) group created the Good Samaritan Clinic to be located in St. Louis, Missouri after identifying the need for an indigent clinic in the community. By forming this OSP, it has helped each of us recognize the workings of an organization. This project investigated what it could really mean to be responsible for running the entire aspects of a clinic. It has also allowed us to work together as a team and combine our ideas to run the clinic into a fictitious situation that could actually be real to us in the future.
