ON THE DEVELOPMENT, APPROVAL AND APPLICATION OF EMERGENCY PLANS OF GLOBAL AND REGIONAL SCALE SPEAKER: AMANGELDI ZAKIR 1-2 NOVEMBER, 2018, NEW-DELHI

LEGAL FRAMEWORK IN THE FIELD OF CIVIL PROTECTION In accordance with the Law ‘On Civil Protection’, Action Plans for Emergency Situations of : Global and Regional Scale are approved by the Government and central state bodies; Local scale by local executive bodies or Akimats . The development of action plans for the response of emergency situations by civil protection authorities is carried out in the mode of daily activities. These Action Plans were approved by Government Decree No. 486 as of August 16, 2017.

CLASSIFICATION OF NATURAL AND MAN-MADE EMERGENCIES An emergency relates to a regional, if as a result of an accident, disaster or catastrophe, the emergency zone covers the territories of at least three districts of the state/region or an emergency occurs on the territory of two states/regions of the Republic of Kazakhstan, and one of the following consequences may occur:      1) more than 50 deaths, but not more than 200 people; 2) violation of the living conditions of the population of more than 500, but not more than 1500 people;       3) the amount of material damage to human health, the environment and economic objects ranges from one hundred to two hundred thousand monthly calculation index. An emergency relates to a global, if an emergency occurs in the territory of three or more regions of the Republic of Kazakhstan as a result of an accident, disaster or catastrophe, or one of the following consequences occurs or can occur:   1) the death of over 200 people;       2) violation of the living conditions of the population of more than 1,500 people;     3) the amount of material damage to human health, the environment and business facilities is more than two hundred thousand monthly calculation index.

With the adoption of the Law "On Civil Protection", in 2018, 4 regional emergencies had occurred on the territory of the republic, of which 1 - as a result of snowstorms and snowdrifts (North Kazakhstan region), 3 - as a result of floods (Akmola, Karaganda and North Kazakhstan regions). For each case of a regional emergency announcement, the Government and the Ministry of Internal Affairs took measures to allocate funds from financial reserves, as well as from reserves of engineering and special equipment from state material reserves.

ACTIONS TO RESPONSE TO EMERGENCY SITUATIONS AND THEIR CONSEQUENCES INFORMING OF THE POPULATION AT THE SAME TIME, CONDUCTION EMERGENCY RESCUE OPERATIONS. GOVERNMENT IS DECLARING A GLOBAL EMERGENCY SITUATION AND APPOINTING AN EMERGENCY RESPONSE COMMANDER ASSISTANCE TO THE AFFECTED COMMUNITIES ENSURING PUBLIC SAFETY CREATION OF INTERGOVERNMENTAL COMMISSION ON THE EMERGENCY PREVENTION AND RESPONSE UNLOCKING MATERIAL ASSETS OF A STATE MATERIAL RESERVE DISTRIBUTION OF MATERIAL VALUES IN THE EARTHQUAKE ZONE MEASURES ARE BEING TAKEN TO PREVENT AND REDUCE DAMAGE FROM AN EMERGENCY REDEPLOYMENT OF RESCUE AND EMERGENCY TEAMS FROM OTHER REGIONS TO THE EMERGENCY AREA INVOLVEMENT OF VOLUNTEERS AND PUBLIC ASSOCIATIONS INFORMING NEIGHBORING COUNTRIES AND INTERNATIONAL ORGANIZATIONS ALLOCATION OF FUNDS FROM THE GOVERNMENT'S EMERGENCY RESERVE
