Statewide Operational Concepts During an emergency, resources and frequencies will be assigned based on mission assignments. Initial response to an incident is LOCAL. Communications systems will expand to support local emergency operations.

Local Emergency Initial First Responder Initiates Incident Command OCCURS Initial First Responder Initiates Incident Command Uses normal and tactical frequencies

Local Emergency Multi-Agency Response INCIDENT OCCURS Normal Frequency IFERN IREACH Fireground(s) Normal Frequency ISPERN IREACH

Local Emergency Multi-Agency Response INCIDENT OCCURS PROBLEM UNABLE TO COMMUNICATE BETWEEN AND AMONG RESPONSE AGENCIES Normal Frequency IFERN IREACH Fireground(s) Normal Frequency ISPERN IREACH

Local Emergency Multi-Agency Interoperable Response INCIDENT OCCURS Normal Frequency IFERN IREACH 6 Fireground(s) Normal Frequency ISPERN IREACH VHF TACTICAL (VTAC) Mobile Radio For The Command Vehicle 5 Interoperable Channels

Communications Surge Strategy Localized Event Response by local agencies (fire, police, etc.) Communications on normal and mutual aid operating channels VHF interoperability used between departments Class 1 or Class 2 command post utilized

Communications Surge Strategy Large Multi-Agency Event Response by multiple agencies and disciplines Unified Command operational Coordinated communications on various channels Class 2 or Class 3 command post used

Communications Surge Strategy Major to Catastrophic Event Including Deployment of Specialized Teams Unified Command operational Need for specialized communications capabilities Need for MANAGED communications system

Communications Surge Strategy Illinois Transportable Emergency Communications System Cross-band interface 24 VHF portables 24 UHF portables 2 VHF base stations 3 UHF repeaters 2 (450-470 MHz) 1 (800 MHz) Satellite Internet Weather station with plume modeling software ITECS
