Second Independent Evaluation of UNAIDS 2002-2008 Oversight Committee Report from the Chair

Oversight Committee Composition Ten members – five men, five women Africa, Asia, Caribbean, South America, Eastern and Western Europe Global and sector expertise Purpose A credible and independent evaluation A high quality and relevant report Mandate From PCB . Report will deal with the role of the Oversight Committee and how they intend to meet PCB expectations of the role as well as factual material on progress 5/9/2019

Field situation is continuously monitored in case of changing circumstances . Selection based on : i) criteria in PCB TOR’s providing sufficient contrast for comparison of field context, institutional structures for UNAIDS, epidemic variations OC made selection on basis of providing the Evaluation with an overview of different context for UNAIDS; ii) additional considerations to provide comparative data on key evaluation questions (proposed by ET); comments received on consultations on the draft Inception Report: and OC expertise and experience in regions. 5/9/2019
