General Education Homebound (GEH) McAllen ISD Adalia Del Bosque Comprehensive School Health Department January 12, 2017

Who Qualifies for GEH? Any student to be considered for GEH instructional services must meet the following criteria: Is expected to be confined at home or hospital bedside for a minimum of 4 weeks; For medical reasons only; and Medical condition is documented by a licensed U.S. physician. 5/5/2019

Who Makes the Decision on GEH Eligibility? Decisions regarding GEH placement must be made by a designated GEH campus committee Members should include: Campus administrator Teacher(s) of student School nurse Academic counselor of student Parent or legal guardian (their input must be considered) Note: The physician’s note/information IS NOT the sole determining factor in eligibility determination. 5/5/2019

What Actions Must be Completed by the GEH Committee? Within 4 school days of receipt of parent request for GEH services, the 504 Campus Coordinator shall: Gather additional information on student – includes attendance, grades, health records, etc. Eligibility for GEH is NOT based solely on doctor’s note or request Schedule a “staffing” for consideration of GEH services. 5/5/2019

What Actions Must be Completed by the GEH Committee? Determine eligibility for GEH Complete Committee review If eligible for GEH services, develop written plan documenting: Type of instruction to be provided Amount of time per week that instruction will be provided Start and stop dates for services to be provided Students found not eligible for GEH services should be referred to RtI for consideration of appropriate services 5/5/2019

School Nurse Role Within 24 hours of receipt of notice of need, school nurse will: Notify the 504 Campus Administrator (Med-1) Doctor Verification Form to parent (Med-4) Obtain Medical Release Consent (Med-15) Medical Clearance required before student returns to school 5/5/2019

Campus Administrator and Committee Members Provide and explain: Parent Notification and Home Instruction Guidelines (Med-8) Parent/guardian/adult student rejection of GEH Services (Med-8.1) If §504 services are required, school nurse shall initiate referral to campus §504 coordinator (Med-3) 5/5/2019

What Actions Must be Completed after Determination Has Been Made? GEH Committee shall: Notify parent of decision of eligibility Obtain written parent agreement to terms of delivery for GEH services Notify GEH teacher and schedule services Monitor student on a regular basis and make changes to plan as determined appropriate Receive all documentation from GEH provider Campus 504 Coordinator retains student GEH folder with all supporting data 5/5/2019

What Actions Must be Completed after Determination Has Been Made? GEH Certified Teacher shall: Facilitate GEH services Complete teacher daily log (Med-9) Name of homebound teacher Student name and student ID# or SS# Date that homebound teacher visited the homebound student Actual time per visit that the student was served Provide ongoing feedback to 504 Campus Coordinator Submit student attendance log weekly to attendance office 5/5/2019

What Actions Must be Completed after Determination Has Been Made? PEIMS Coordinator shall: Ensure accurate coding into attendance system (Skyward) Enroll student in GEH Exit student from GEH services once doctor has provided written documentation of dismissal for need 5/5/2019

How is §504 Involved in GEH? A §504 referral is appropriate for students who because of a “mental or physical impairment…” will be out of school for an extended period of time (more than 4 weeks for GEH / 6 months for §504). The decision to serve a GEH student through §504 depends on whether the student’s medical condition rises to the level of a disability and creates a substantial limitation in one of life’s major functions due to the lengthy absence. Decision must be made on a case by case situation. 5/5/2019

How is §504 Involved in GEH? Considerations: Duration of the impairment – must be more than “transitory” (6 months or more) Evaluate the nature of the impairment – does the impairment rise to the level of a disability?
