Definition of Protected Areas Protected areas or conservation areas are locations which receive protection because of their recognized natural, ecological or cultural value. Protected areas are essential for biodiversity conservation, often providing habitat and protection from hunting for threatened & endangered species National Parks Wildlife Sanctuaries Game Reserves Ramsar Protected Wetlands

IEE/EIA Regulation Under PEPA regulations, the Federal Environmental Protection Agency (EPA) delegated the review of IEEs/EIAs to the provincial EPAs. Thereafter, the rules and regulations under the PEPA 1997 have been adopted by the provinces. To date, the provincial assemblies have passed the following Acts: Sindh Environmental Protection Act (2014); KP Environmental Protection Act (2014); Baluchistan Environmental Protection Act (2013) and Punjab Environmental Protection Act (2012).

ADB Safeguards Policy Statement Previous policies Environment Policy (2002) Indigenous Peoples Policy (1998) Involuntary Resettlement Policy (1995) Safeguards Policy Statement 2009 The Safeguard Policy Statement, approved in July 2009 and became effective in January 2010, builds upon the 3 previous policies and brings them into one consolidated policy framework to enhance relevance and effectiveness

Objective of ADB SPS 2009 Avoid adverse impacts of projects on the environment and affected people, where possible; Minimize, mitigate, and/or compensate for adverse project impacts on the environment and affected people when avoidance is not possible; and Help borrowers/clients to strengthen their safeguard systems and develop the capacity to manage environmental and social risks

NDRMF Policy Statement NDRMF is fully committed for promoting sustainability in all its business operations by effectively managing environmental and social risks, impacts and ensuring gender equality and enhancing beneficial impacts through implementation of the following policy principles: Comply with applicable national and international environmental laws Avoid, minimize/protect and/or mitigate, and fully compensate negative environmental (including health and safety) Communicating environment policy and principles to all potential FIPs, affected persons and external stakeholders No financing to projects with high risks that would cause heavy and irreversible/harmful environment impacts Encourage environmental friendly projects/green financing Ensure adequate integration in financing contractual agreements of all FIPs to ensure environmental compliance in planning, designing and construction/implementation of projects

NDRMF ESMS Policies, procedures, roles and responsibilities for managing adverse environmental and social impacts / risks due to projects that are financed by NDRMF, and is necessarily a part of the overall management systems. Benefits of ESMS Integrate the environmental safeguards in the projects (infrastructure projects) Identify and address negative environmental impacts in projects Ensure that all projects funded by NDRMF comply with national environmental regulations Comply with the requirements of Donor / external funding agencies ( like ADB) Promote sustainable and environment friendly infrastructure

NDRMF Approach towards Sustainability of Projects The old/traditional approach Profit, profit, profit Projects are formulated, designed and executed to ensure technical (engineering) compliance but pay little attention to environmental impacts/risks The NDRMF approach Profit, People, Planet Projects are financed to ensure environmental management as an integral part of the development project during design and implementation
