ICISEM database’s water part Data stored – information about monitoring stations and types, laboratories, water quality parameters, methods, detection limits, units, monitoring results of physico-chemical, some biological, hydrological and specific pollutants parameters. DB management system – Oracle. Data inflow – Results of measurements and analyses, made in laboratories of 7 REPD, MRC, EPA and those received from LHMS, are entered directly into the database by REPD and MRC, which are responsible for data collection, analysis and control in their territories. EPA is a central institution, responsible for monitoring data collection, analysis and control. Data of some biological parameters are collected from institutes of Ecology and Botany in Exel format. Data collected on the basis of legal requirements; data input – agreements. No access to public at the moment (prepared information on internet and by request) Data outflow – EC (directives nad Reglaments), EUROSTAT, WISE-SOE, HELCOM, neighbouring countries (on the basis of agreements), inst., public. WATER-1 database – water use and wastewater Data stored – information about WWTP and collection systems, wastewater discharge to wastewater collection systems and water bodies, pollution loads, measured pollutant concentrations, water abstraction and supply (volume). DB management system – FoxPro. Data inflow – data is collected from enterprises in paper format and then entered directly into the database by 8 REPD (or its regional agencies), which are responsible for data collection, analysis and control in their territories. EPA is a central institution, responsible for data collection, analysis and control. Data outflow – EC (EUROSTAT, DGEnv), WISE-SOE, HELCOM, state institutions, public. Data is collected on the basis of legal requirements. No access to public (prepared information on internet and by request) Future steps – the development of IS is planned in the future. Aplinkos apsaugos agentūra ISMA database – Information System for Data from Marine and transitional waters Data stored – information about monitoring stations and types, water quality parameters, methods, detection limits, units, monitoring results of physico-chemical, biological, hydrological, meteorological and specific pollutants parameters. DB management system – Microsoft Access. Data inflow – database is filled by MRC with data which it collected and processed. Data on some specific pollutants is received from EPA in paper format. Data outflow – EC (through EPA), WISE-SOE, HELCOM, ICES, ICISEM, state institutions, public. Data is collected on the basis of legal requirements. HYMER database – hydrology Data stored – data about monitoring stations, water discharge, precipitation. Additional data on water level, temperature, ice, turbidity, suspended solids discharge and lake water level are stored in Excel format and paper. DB management system – Microsoft Access. Data inflow – data from hydrological stations goes to 3 regional centers, where they are systemized, analyzed, revised and corrected. Data is received by GSM, e-mail or directly entered into the database. LHMS is responsible for collection, analysis and control of all hydrological data, except 4 HMS (responsible entities – JSC “Lithuanian Energy”, Lithuanian Water Institute and Ministry of Environment). Data is collected from other institutions on the basis of bipartite agreements. No access to public (prepared information on internet and by request) Data outflow - WISE-SOE, Fire and Rescue Department, EPA and other institutions, neighbouring countries (on the basis of agreements), public. Future steps – The modernization of IS is planed in the frame of project “Optimisation and development of systems of water quality and hydrological monitoring”, financed from EU funds for the period of 2007-2013. Aplinkos apsaugos agentūra Bathing water quality Data stored – data on bathing sites location and water quality (physico-chemical and microbiological parameters). Data inflow - data is collected from municipalities and analyzed/processed by HI. Data is stored in Excel format. Data is received from municipalities on the basis of the Order of the Minister of Health. No access to public (prepared information on internet and by request) Data outflow – to EC (annually, in a form of Bathing water directive report, through WISE), to public (each week from the 1th of June till the 15th of September in the homepage of HI), to state institutions. Future steps – the Bathing water information system is planned to be created till 2011 with financing by State budget and municipalities. Aplinkos apsaugos agentūra 4/28/2019

GEOLIS database’s groundwater part Data stored – information about wells and groundwater bodies, water level, results of water quantity and quality monitoring and research, water abstraction. DB management system – Oracle. Data inflow – State monitoring groundwater level data is collected and entered into the database by LGS (groundwater chemistry is stored in paper format). Other information and data (from enterprises) is received by LGS (legal requirement) and stored in paper format. Limited access to public (basic information). Additional information for registered users and by request) Data outflow – EC (through EPA), WISE-SOE, neighbouring countries (on the basis of agreements), public Future steps – In the programme of groundwater resources assessment and its use to provide potable water for the period 2007-2025 it is foreseen in 2009 to design the interinstitutional IS, which would link ISs of variuos institutions involved in groundwater and drinking water management. SWB GIS – Cadastre of Water Resources Data stored – GIS and related information on water objects, hidraulic engineering structures in water objects, their main properties, location, owners, water bodies, monitoring and gauging stations. IS management system – ArcGIS based. Still under development. Data inflow – data about water bodies characteristics, monitoring stations, hidraulic engineering structures is collected and entered into the database by EPA, other provisional providers – NLS (geographical data), HMS (gauging stations), Owners (object characteristics), Other registers (real estate, owners etc.). Limited access to public at the moment (basic information). Data outflow – currently no outflow (database still under development). Provisional users – Scientific and State institutions, Public (incl. Owners). Future steps – this year the database infrastructure will be finalized. In 2009-2010 there is a plan to adjust georeference layer to Cadastre needs and to upload the georeference layer data and other existing data to the system. Aplinkos apsaugos agentūra 4/28/2019

Drinking Water - Drinking Water Supplyers Register Data stored – drinking water supplyers, indicatorial, microbiological and chemical data of supplied drinking water. IS management system – Paper and Exel based for supplyers information; electronic information system for supplyers control data (Inside the Food Information System, input from local departments). Data inflow – drinking water supplyers. Data is collected on the basis of legal requirements. Data outflow – European Commicion (WISE), National institutions, Public. Aplinkos apsaugos agentūra Reporting flows Institutions under the Ministry of Environment (EPA, LHMS, LGS, MRC) are responsible for reporting on surface, ground and waste water for: - national governmental and science institutions, - public, - EC, EEA, EuroStat, HELCOM, ICES - neighbouring countries (in accordance with international agreements). Ministry of Health Protection (Institute of Hygiene) – responsible for reporting on bathing water quality to EC, state institutions and public. Current Status and Main Issues Most of the data and information needed to fulfill reporting obligations is collected and stored in separate DB’s (decentralized approach); Different types of programming and technical infrastructure of various IS’s, difficult to integrate; Unfinished development and modernization of IS; No or limited ISs access to public at the moment; None of water IS are fully adjusted to the reporting obligations Lack of sufficient human resources to manage the IS’s/DB’s; EU reporting formats still under development; The flow of data necessarry to fulfil reporting obligations is legally regulated.
