TELEMEDICINE PROJECT IN MONTENEGRO

- The health system of Montenegro is organized at 3 levels of health care. It consists of 18 PRIMARY health centers, 7 general hospitals, 3 special hospitals and the Clinical Center OF MONTENEGRO as the only institution providing tertiary and secondary services; - the center of telemedicine system in Montenegro will be located in the Clinical Center of Montenegro as the only tertiary institution of this type in Montenegro and an institution in which the most difficult and complicated patients are being treated.

- The Pilot Project is implemented by the Montenegrin Academy of Sciences and Arts - CANU, the Clinical Center of Montenegro with the support of the Government of Montenegro; - The project is divided into three phases and is financed by the company M: tel, which deals with telecommunications in Montenegro. The value of the project itself is around 900.000,00 €, out of which 450.000,00 € for equipment, and for link 450.000,00 €; - Implementation of this project includes several individual projects, of which the most important are: teleradiology, telepathology, teleconsulting, etc.

PHASE i THE FIRST PHASE INCLUDES CONNECTION OF THE CLINICAL CENTER OF MONTENEGRO, AS A TERTIARY HEALTHCARE INSTITUTION, WITH GENERAL HOSPITALS IN BERANE, BAR AND PLJEVLJA; ALL FOUR CENTERS WILL BE PROVIDED WITH SPECIAL FACILITIES AND MODERN WORKING CONDITIONS, AND THE POSSIBILITY FOR DOCTORS TO SEND DIAGNOSTIC FINDINGS DONE IN REGIONAL CENTERS (ULTRASOUND, SCANNER, MAGNETIC RESONANCE IMAGING ETC.) TO A SINGLE DATABASE WITH RESPECT TO ALL HEALTH NORMS IN THE EXCHANGE OF PERSONAL DATA PATIENTS; PROJECT TEAM WAS FORMED, TECHNICAL AND SPATIAL CAPACITIES WERE PROVIDED AND DIAGNOSTIC PROCEDURES TO BE PERFORMED IN OTHER HEALTH CENTERS WERE DEFINED.

PHASE ii THE SECOND PHASE OF THE PROJECT INVOLVES CONNECTING WITH INSTITUTIONS FROM THE REGION WITH WHICH CONTRACTS ARE ALREADY CONCLUDED OR ARE PLANNING TO BE REGIONAL EDUCATION AND COURSES; LECTURES BY PROFESSORS AND EXPERTS FROM THE REGION; REDUCING THE NUMBER OF PATIENTS DIRECTED TO REGIONAL CENTERS; PERFORMANCE OF CONTROL CHECKS IN CLINICAL CENTER OF MONTENEGRO; REDUCED NUMBER OF CONSULTANTS' VISITS.

PHASE iiI - THE THIRD PHASE OF THE PROJECT INVOLVES CONNECTING WITH REFERED CENTERS FROM AROUND THE WORLD; - A SYSTEM WILL BE BUILT WHICH WILL BE USED IN RARE BUT VERY IMPORTANT SITUATIONS WHEN IT IS NOT POSSIBLE TO FIND A SOLUTION IN THE REGION FOR OUR PATIENTS.

BENEFITS REDUCTION OF THE TIME FROM THE BEGINNING OF THE TREATMENT - RECORDING TO OBTAINING THE FINAL EXPERT DIAGNOSIS; REDUCING PATIENT TRAVEL NEEDS IN ORDER TO OBTAIN EXPERT DIAGNOSIS AND CONTINUE WITH ADEQUATE MEDICAL TREATMENT; BETTER ACCESSIBILITY AND ABILITY TO EXCHANGE EXPERIENCES AMONG COLLEAGUES, AS WELL AS ACHIEVE THE SAME LEVEL OF TREATMENT WITHIN THE TERTIARY LEVEL OF THE HEALTH SYSTEM.

BENEFITS POSSIBILITY OF EXTERNAL CONSULTATIONS WITH REGIONAL CENTERS WITH WHICH WE HAVE SIGNED PROTOCOLS ON COOPERATION; RAISING THE TRUST OF THE USERS OF THE SERVICES IN THE HEALTH SYSTEM; SAVINGS THAT WILL BE ACHIEVED BY AVOIDING UNNECESSARY TRANSPORT OF PATIENTS AND INCREASING THE UTILIZATION OF CAPACITIES IN ALL HEALTH INSTITUTIONS OF MONTENEGRO.

CONCLUSION BUILD A TELEMEDICINE SYSTEM THAT WILL ENABLE ALL HEALTH INSTITUTIONS OF MONTENEGRO TO HAVE THE POSSIBILITY OF TELECONSULTING WITH THE DOCTORS OF THE CLINICAL CENTER OF MONTENEGRO, THE REGION AND THE WORLD, WHICH WILL RESULT IN INCREASED QUALITY OF SERVICES PROVIDED IN HEALTH INSTITUTIONS. BETTER AND GREATER UTILIZATION OF CAPACITIES IN HOSPITALS IN MONTENEGRO, SATISFACTION OF PATIENTS WHO WILL BE ABLE TO HEAR OTHER EXPERT OPINIONS OF DOCTORS FROM THE CLINICAL CENTER OF MONTENEGRO, EDUCATION OF ALL MONTENEGRIN DOCTORS AND HEALTHCARE PROFESSIONALS WHO THROUGH CONCRETE EXAMPLES FROM PRACTICE WILL ACQUIRE KNOWLEDGE AND EXPERIENCE, AS WELL AS SIGNIFICANT ECONOMIC SAVINGS
