Implementation of the Thematic Strategy on Air Pollution & Measures to reduce emissions from Small Scale Combustion Steering Group – 22 November 2005 Duncan Johnstone & Michel SPONAR, DG Environment - Unit C1 Clean Air for Europe

Implementation of the TS Promotion of Energy Efficiency and Renewables: Commission has recently adopted a new “Green paper” on energy efficiency. An action plan is foreseen in 2006 as well as a “biomass” plan. Potential impact notably on PM emissions could be important. DG TREN alternative scenario could be tested in RAINS. Possible extension of the IPPC Directive: the review of the IPPC Directive is foreseen in 2006/2007. Extension of the Directive scope from 50 to 20 MW will be analysed in that context. Implementation of the TS Structural & Cohesion funds: the new regulation for the new cycle 2007-13 is under discussion and will include many possibilities of funding for energy efficiency, compliance with “air acquis” and sustainable transport (improved installations, fuel switching). National plans to be proposed in 2007 to the Commission. Development of labels/standards: recent adoption of Energy Use Product Directive opens new possibilities – (more later) Clean Air for Europe
