Chapter 10 – America Claims an Empire Section 3 – Acquiring New Lands I. Ruling Puerto Rico A. Some Puerto Ricans wanted statehood, some independence, some self-government as an American territory B. Governed by the U.S. military until Congress decided how to move C. Return to civil government 1. Puerto Rico is important for U.S. military presence in Caribbean 2. Granted citizenship in 1917 a.
