Other Guidelines for IEEE WG Meetings August 2013 Other Guidelines for IEEE WG Meetings All IEEE-SA standards meetings shall be conducted in compliance with all applicable laws, including antitrust and competition laws. Don’t discuss the interpretation, validity, or essentiality of patents/patent claims. Don’t discuss specific license rates, terms, or conditions. Relative costs, including licensing costs of essential patent claims, of different technical approaches may be discussed in standards development meetings. Technical considerations remain primary focus Don’t discuss or engage in the fixing of product prices, allocation of customers, or division of sales markets. Don’t discuss the status or substance of ongoing or threatened litigation. Don’t be silent if inappropriate topics are discussed … do formally object. --------------------------------------------------------------- See IEEE-SA Standards Board Operations Manual, clause 5.3.10 and “Promoting Competition and Innovation: What You Need to Know about the IEEE Standards Association's Antitrust and Competition Policy” for more details. Introduction Outputs from this group must go through 802.18 Purpose August 2013 Introduction Purpose Improve the working relationship between the technical experts and the regulatory specialists, especially when it comes to critical technical issues Scope The group will review new regulatory changes or impending changes affecting 802.11 standards Each meeting will focus on the most critical issue at the time Critical Issue Focus Direct impact on IEEE 802.11 current and future standards Response/Input deadlines Coordination with IEEE 802.18 (RR-TAG) Coordination with the Wi-Fi Alliance Outputs from this group must go through 802.18 Rich Kennedy, BlackBerry Corporation

ITS / DSRC Coexistence Tiger Team August 2013 ITS / DSRC Coexistence Tiger Team What should be the outcome from the group? Set of coexistence requirements for 802.11 in the 5 GHz band with ITS safety of life and property communications in the 5.9 GHz band Form a group to provide a formal interface to other organizations in the automotive industry, NHTSA, DOT and other ITS players What is the required milestone timeline Dependent upon the FCC et al, progress on the rollout of the standards, technologies and laws Outcome of experiments prior to rulemaking; proof of concepts August 21, 2013 completion of project; data to follow CAMP/DOT testing and validating First meeting August 23rd ; next meeting August 30th at 1:00pm ET Outcome from first meeting [Jim Lansford] Rich Kennedy, BlackBerry Corporation

August 2013 Ofcom Consultation The future role of spectrum sharing for wireless data services Publication date: 9 August 2013 Closing Date for Responses: 9 November 2013 Website: http://stakeholders.ofcom.org.uk/consultations/spectrum-sharing/?utm_source=updates&utm_medium=email&utm_campaign=spectrum-sharing Consultation document: http://stakeholders.ofcom.org.uk/binaries/consultations/spectrum-sharing/summary/Spectrum_Sharing.pdf Rich Kennedy, BlackBerry Corporation

EN 300 328 & EN 301 893 Reminder Most recent versions contain issues that must be considered 2.4 GHz “Adaptivity” requires all devices to utilize CCA mode 1 only 5 GHz Adaptivity also requires ED Power/PSD testing requires complex and or expensive tests These versions become mandatory on January 1, 2015 Wi-Fi and BT industries should get behind new versions that would begin voluntary status the same day EN 300 328v1.9.1 EN 301 893v1.8.1

Amazon and Globalstar TLPS August 2013 Amazon and Globalstar TLPS In spite of dependence on Wi-Fi for Kindle and Kindle Fire they are choosing to work with Globalstar, considering TLPS for a Kindle network technology Amazon is pressing Mignon Clyburn, the interim Chairperson, to approve the Globalstar petition before Tom Wheeler takes over at the FCC What can we do? Take a more public stance against it (article only mentions Microsoft objection) http://www.fiercebroadbandwireless.com/story/rumor-amazons-tests-globalstar-tlps-are-part-home-media-hub-strategy/2013-08-25 File an ex parte asking the FCC to reject the Globalstar petition to protect Wi-Fi Rich Kennedy, BlackBerry Corporation

August 2013 From FCC 13-102 Increased Federal access 2025-2110 MHz and 5150-5250 MHz bands 82. As noted above, NTIA indicates that in certain Federal relocation scenarios, DoD and other Federal incumbents in the 1755-1850 MHz band would need access to other bands specifically, that certain aeronautical systems could relocate to the 2025-2110 MHz and 5150-5250 MHz bands. NTIA subsequently transmitted a more recent proposal from DoD that implicates the 2025-2110 MHz band but not the 5150-5250 MHz band. We seek comment on these and any alternative relocation concepts, including the viability of repacking incumbents into the 1780-1850 MHz band, recognizing that most commenters will not have access to information about Federal system characteristics or mission requirements. Nonetheless, we seek comment on the potential benefits and costs of implementing such a relocation, particularly with respect to existing and potential future uses of those bands. In section III.I below (Allocation Matters) we seek comment on any changes to the Table of Frequency Allocations that would be necessary. Rich Kennedy, BlackBerry Corporation
