1.Collected information to ascertain the damage in every district; based on the presbytery and district, promptly established rescue and support systems; organized by the Church and Society Committee, set up nine rescue and reconstruction stations in the affected areas to carry out rescue missions. 2.Sent a pastoral letter to all member churches and ecumenical partners. 3.Requested all unaffected presbyteries and districts to recruit volunteers to help cleaning. 4.Assigned each unaffected presbytery or district to support a specific affected presbytery or district in personnel and daily necessities. 5. Set temporary residences for the victims and held worships of consolation with them. 6.Contacted MacKay Memorial Hospital, Chang-hua Christian Hospital, and Sin-lau Christian Hospital so they could provide medical and counseling services for the victims. 7.Encouraged monetary donations domestically and internationally. 8.Established a special website to report the activities and progress of the PCT rescue and reconstruction. 9.Started working on mid and long term plan. [Shifting from early rescuing to mid- and long term reconstruction] Station Organization 2-3 Superintendent: The pastor who directs the caring committee in each presbytery, or district. Station Coordinator & Social worker & Administration staff.

1. In cooperation with the World Vision, the PCT will rebuild or repair the sanctuary, education center, or parsonage of 32 churches. 2.The PCT and the World Vision are working together in house rebuilding project. The World Vision will build houses, while the PCT is responsible for negotiations with the government on its rebuilding policy and the land where the houses can be built. There are about 2,500 houses to be built. 3.In cooperation with the Indigenous Peoples Action Coalition of Taiwan, the PCT has adopted and promoted building houses away from the disaster area but not the village; away from the village but not the homeland as the guiding principle. By doing so, the land, culture and livelihood of indigenous peoples will be preserved. 4.Issuing benevolent funds to the needy based on the discretion and approval of the Church and Society Committee. 5.Assisting each Reconstruction and Caring Station to draw up yearly plans for reconstruction program. The total yearly budget for each station is around $5 million TWD. ($1 USD is about $32 TWD) 6.The donations received for 8-8 (August 8 th ) flooding disaster will solely be used for reconstruction purpose. We estimate that it will take four years ( ) to complete the whole program. Reconstruction of Churches

A.Churches 32 Churches B.Funds required About $32 million TWD (For repairing damaged churches) 1.Tsou District: Saviki, Lalauya, Niae Ucna, Tanpan, Tfuya, Sinvi, totally six churches. 2.Drekay District: Oponoho, Kongodavang, Talawane, Nunu, Karamumudesane, Kudrengere, Kucapungane, totally seven churches. 3.South Bunun Presbytery: Nabu-uana, Tanaucu, Masinghalan, Ming- chuan, Takanua, Masuhuaz, Lavulang, Ua-asik, Avi, Mizuhu, Haising, Kui-nung, totally twelve churches. 4.Paiwan Presbytery: Tawalng, Duvkuvlj, Kingdalwan, Tavatawang, Ulaluc, Shu-hai, totally 6 churches. 5.East Paiwan Presbytery: Cailan church. Notes: 1.Some churches have not submitted complete reports. 2.Most of the churches require funds for repair. 3.Some churches will rebuild on the same location. 4.World Vision and the PCT will work together on this project.

It is because we have not started spending money in the reconstruction of houses and repair of damaged churches. We have recently signed an agreement with the municipal government of Ping-tung County to build 108 houses, at the cost of $2 million TWD each, and there also are 9 churches to repair or rebuild. Tribal Reconstruction and Caring Station * The office of this special station is in the town of Chi-shan, Kao-hsiung County. The main functions of this station are: 1)to analyze and evaluate the reconstruction policies of the government, 2)to connect with all non-government organizations, 3)to safeguard the rights and welfare of the residents in the reconstruction zones by sending letters to newspaper editors, petitioning, protesting, holding news conferences, and attending public hearing at the Legislative Yuan etc.
