United states stays neutral Isolationism was U.S. policy at War’s beginning, although U.S. was supplying Britain with war goods Since Britain had blockaded German ports, German U-boats were used to attack all ships coming to Britain, know as unrestricted submarine warfare

Heading toward war 1915: sinking of Lusitania killing 1200 people including 128 Americans 1916: Germany issued Sussex pledge- not to sink merchant vessels Jan. 1917: after Wilson’s re-election, asked Allied and Central powers to consider “peace without victory”, Germany resumed unrestricted sub warfare The Zimmerman Note: proposed alliance of Germany and Mexico Russian Czar Nicholas II lost power March 1917: Germany sank 3 more American vessels April 2, Wilson asked congress to declare war
