How the system works in Poland? - 1 Institutional structure Classification is performed by licenced classifiers; Inspections are carried out by Agricultural and Food Quality Inspection;  Ministry of Agriculture and Rural Development is responsible for overall supervision and prepares legislation.

How the system works in Poland? - 2 Licenced classifiers Classification is performed by licenced classifiers who are employed by slaughterhouses or, very rarely, by producers groups; To obtain the licence classifiers have to pass the exam (theoretical and practical part) – it is required every 3 years; The exam is organised by Chief of Agricultural and Food Quality Inspection who appoints special commission to organise the exam;  Licences classifiers are listed in the official register.

How the system works in Poland? - 3 Inspections system Chief Inspector of Agricultural and Food Quality is responsible for: coordination and supervision of the carcass classification controls system (incl. instructions, guidelines, etc); gathering of information on classification results and controls (collected by 16 voivodship inspectors); organisation of exams for classifiers and inspectors; working closely with the Ministry of Agriculture and Rural Development in the preparation of legislation. 

How the system works in Poland? - 4 Inspections system Voivodship Inspectors of Agriculture and Food Quality (16) are responsible for: performing checks according to legislative requirements and guidelines; collecting data on slaughterings and classification results (quarterly and yearly reporting by slaughterhouses) and reporting to the Chief Inspectors of Agriculture and Food Quality.

How the system works in Poland? - 5 Inspections system To ensure harmonised controls systems, inspectors responsible for checking classification participate in trainings organised by Chief Inspector of Agricultural and Food Quality – 3 times a year. Every 3 years they have to pass the exam (theoretical and practical part)

How the system works in Poland? - 6 Ministry of Agriculture and Rural Development are responsible for: general supervision; creation of legislation in the area of carcass classification system; participation in preparation of the European legislation; passing information on classification results and checks results to the European Commission.

How the system works in Poland? - 7 Price reporting system - 1 Slaughterhouses are obliged to send information to the Integrated System of Agricultural Market Information - database located in the Ministry of Agriculture and Rural Development. Ministry of Agriculture and Rural Development is responsible for: collecting the information, calculation of average prices, sending them to the Commission, preparation of legislation and methodology of price collection.

How the system works in Poland? - 8 Price reporting system - 2 Agricultural and Food Quality Inspection is responsible for: performing checks of price reporting system (voivodship inpectors), sending protocols from the checks to the Minister (Chief inspector).
