2018 Art. 2 - Member States submitting national programmes for the apiculture sector as referred to in Article 55 of Regulation (EU) No 1308/2013 (‘apiculture programmes’) shall have a reliable method to determine, between 1 September and 31 December each year, the number of beehives ready for wintering present in their territory. 2018 Description of the operational procedure for granting the apiculture code (1) On the territory of Romania, all beekeepers are obliged to identify their apiaries and beehives. The procedure is applied by National Agency for Breeding and Reproduction (ANZ) specialists, through the county offices (OJZ), in compliance with Minister Order no. 251/2017 on the identification system for apiaries and beehives. Beekeepers shall submit at the OJZ offices or by: fax, , postal address with acknowledgment of receipt, the application for the allocation of identification codes for apiaries, a specimen of which is given in Annex 1, accompanied by the following documents: copy of the identity document BI/CI/Certificate of registration with the Trade Register Office/Tax Registration Certificate, as the case may be;

2018 Description of the operational procedure for granting the apiculture code (2) copy from the certificate attesting the property and the number of bee families registered in the agricultural register, issued by the local council. If a beekeeper owns apiaries in several counties, he submits copies of the certificates attesting the ownership and number of bee families registered in the agricultural register, issued by the local council, from all the counties where the apiaries are actually owned OJZ records the applications for the identification of the applicant's apiary identification codes, checks the accompanying documents and grants the identification codes within 10 working days of registration. The allocation of the identification code for the apiary is given at the permanent location. When a beekeeper holds apiaries whose permanent location are located in several counties, the beekeeper will ask for codes from the counties where the permanent apiaries are actually located.

2018 Description of the operational procedure for granting the apiculture code (2) After receiving the certificate for the allocation of the identification code of the apiary, the model of which is found in Annex 2, which contains the identification code allocated to the apiary by OJZ, the beekeeper has the obligation within 30 days to apply this code to all hives declared in the application at the date of application of the apiary code, complying with the technical requirements of OM no. 251/2017

2018 Description of the operational procedure for granting the apiculture code (2) ANZ through OJZ checks every time starting with the 31st day after the allocation of the identification code (making sure that the 30 days have elapsed since the beekeeper has received the apiary allocation code by: personal signature handing over, postal confirmation receipt, fax, of the applicant), both - the application of the apiary code allocated to the identification panel and to the beehive by the beekeeper (mandatory on all the beehives declared in the application, according to the OM no. 251/2017). These verifications will also be made at the official request of the Ministry of Agriculture and Rural Development subordinated agencies involved in carrying out support measures involving the identification of hives (eg. Paying Agencies). The beekeepers with unidentified hives and apiaries will be sanctioned according to the legislation in force.
