Changes are easily summarized in estimate report for both contracting officials and the contractor - creating a pre-negotiation strategy. Multiple contractor proposals can be compared side-by-side. The traditional process of contractor submitting estimates on paper is inefficient on several fronts. Evaluators then usually grab a red pen and start circling, crossing-out, and writing notes throughout the proposal. Then they open up a document and start typing line item numbers, description, and technical evaluation notes which are sent to contracting officials, The contractor is subsequently brought to the negotiating table.
