BIM Strategy BIMF, or BIM for FM is used to describe an integrated approach to facility management and BIM… also referred to a “big BIM”, with the FOCUS upon the “I”, INFORMATION aspect and sharing information from formerly disparate FM silos. ELECTRONIC TECHNICAL EVALUATIONS – Compare, Evaluate, Negotiate, Award Streamlined/Automated Technical Evaluation process. Focus technical evaluations on areas of difference. Changes are easily summarized in estimate report for both contracting officials and the contractor - creating a pre-negotiation strategy. Multiple contractor proposals can be compared side-by-side. The traditional process of contractor submitting estimates on paper is inefficient on several fronts. Evaluators then usually grab a red pen and start circling, crossing-out, and writing notes throughout the proposal. Then they open up a document and start typing line item numbers, description, and technical evaluation notes which are sent to contracting officials, The contractor is subsequently brought to the negotiating table. This process is streamlined with technology. Contractor’s proposals are electronically imported, and then compare this side-by-side to an internal independent estimate. This focuses our technical evaluations on those areas of difference. Creating a copy of the contractor’s proposal and tracking changes made create an electronic technical evaluation. Changes are easily summarized in an estimate report for both contracting officials and the contractor. This creates the pre-negotiation strategy. Multiple contractor proposals can be compared side-by-side. This process can reduce and sometimes even eliminate negotiations. Contractor’s can also create a revised estimate, tracking all of changes made from their original proposal. This creates the post-negotiation memorandum and a record for contract files. 21
