Digital preservation is not primarily a technical issue

What is digital preservation? “...a formal endeavor to ensure that digital information of continuing value remains accessible and usable. It involves planning, resource allocation, and application of preservation methods and technologies, and it combines policies, strategies and actions to ensure access to reformatted and "born-digital" content, regardless of the challenges of media failure and technological change. How can Portage best support a nation-wide infrastructure to ensure Canadian research data is effectively preserved for the long term?

Ingest Accepts information from producers in the form of SIPs Performs quality assurance checks on the SIP Generates an AIP and extracts Descriptive Information from the AIPs Transfers AIPs to Archival Storage and the associated Descriptive Information to Data Management

Archival storage Receives AIPs from the Ingest function and assigning them to permanent storage according to various criteria (media requirements, expected utilization rates, etc.) Migrates AIPs to new media as required, error checking, implementing disaster recovery strategies, and providing copies of requested AIPs to the Access function.

Data management Coordinates the Descriptive Information pertaining to the archive's AIPs, in addition to system information used in support of the archive's operation. Maintains and administers the database containing this information Executes query requests and creates reports

Access Helps consumers to identify and obtain descriptions of relevant information in the archive, and delivers information from the archive to consumers.

Administration Manages the day-to-day operation of the archive. Negotiating submission agreements with information producers Develops policies and standards related to the system's data standards (e.g., data format standards, documentation requirements, storage, migration and security policies) Serves as an interface between the archive and the Designated Community

Preservation planning Regular monitoring for risks Updating policies and procedures Keeping up with any technology or environment changes in order to mitigate risk

How can Portage best support a nation-wide, OAIS-conforming infrastructure to ensure Canadian research data is effectively preserved for the long term?

Recommendations for a disaggregated preservation service model FRDR and Dataverse = Ingest, Data Management and Access functions Portage oversees the Administrative and Preservation Planning functions Implement preservation strategies and appropriate policies Maintains the network from a technical, logistical and policy perspective Portage is planning to leverage the Archival Storage function to other organizations who have a capability and experience to perform this function

Portage will... Enable uniform AIP creation via Archivematica in FRDR and Dataverse Negotiate service terms and agreements Maintain a central registry of preserved content Work with preservation service providers to articulate best practices Monitor the external environment for technical changes and new initiatives
