Task C: Background Builds on the project EUSBSR 14.3, where six scenario descriptions were produced (Extreme weather/storm, Flooding, Forest fire, Pandemic flu, an Accident at Sea and a Nuclear accident) These scenarios can all have cross-border dimensions of risks. Most participating countries have finalized, or are in the process of finalizing, national risk assessments in accordance with the EU Risk Assessment and Mapping Guidelines for Disaster Management

Task C: Background We wish to develop assessments of risk in close connection to assessments of capability. Some methods have been suggested and tested, examples UK, Netherlands, Sweden EU has produced a Guideline on Risk management capability assessment methodology

Task C: Earlier work EU Guideline: Draft document „Risk Management Capability Assessment Guidelines“. Includes a suggestion of a questionnaire. Sweden: „Risker och förmagor 2013“ (Risks and capabilities 2013). They also have 2014 version Iceland: Soley Kaldal´s system based work on capability assessment in the Arctic UK and Netherlands:
