Background (1/2) IEEE 802.16m System Requirement Document specifies as follows; IEEE 802.16m shall provide continuing support and interoperability for legacy WirelessMAN-OFDMA equipment, including MSs and BSs. IEEE 802.16m shall provide the ability to disable legacy support. IEEE 802.16m shall provide support for handover with other RATs. However, an IEEE 802.16m MS is not required to be multi-mode. IEEE 802.16m shall provide service continuity during handover for both inter-RAT and intra-RAT handover. Based on these requirement, IEEE 802.16m network reference model and functional architecture shall be designed so as to provide the ability to enable/disable legacy support and to support inter-RAT and intra-RAT handover.

Background (2/2) 16m Network Reference Model is desirable to include the interface and reference point for both legacy support and disabled legacy support. 16m Network Reference Model is desirable to keep the NCMS for the network control and management to be consistent with the existing current 16 standard. In case of legacy support, the interface between 16m MS and 16m BS should contains both legacy functions to be re-used, and the enhanced functions newly defined in 16m.
