I am Sam Braden IV, Community Outreach here at the HRTPO. And today I would like to discuss our Draft Public Participation Plan and Title VI & LEP Plan Updates.

Purpose of a Public Participation Plan Informs, increases awareness, and engages Outlines public involvement and outreach activities Details HRTPO’s strategy for meeting Federal requirements pertaining to public involvement and Title VI of the Civil Rights Act of 1964 The Public Participation Plan is a guide for citizens of Hampton Roads to better understand the HRTPO’s public participation approach   And how they can be involved in the process This document informs, increases awareness, and engages the public Public involvement and outreach activities: Citizen Transportation Advisory Committee (CTAC), School Outreach Program, and EJ Roundtable And also it outlines our strategy to implement with all populations, which includes: Developing partnerships with local community leaders, groups, and organizations Provide the public with timely and easily understood information (such as the Freight Brochure) Facilitate a transparent, flexible public involvement process There is a 45-day Public Review & Comment Period for the Draft Public Participation Plan because this plan reflects any changes in Federal Law and mandates Source: VDOT

Draft Public Participation Plan Overview of different communities in Hampton Roads Gives information to public regarding public involvement opportunities with the HRPTO Specifically outlines public involvement for HRTPO core programs Long-Range Transportation Plan Transportation Improvement Program Congestion Management Public Involvement Link: http://www.hrtpo.org/page/public-comment-opportunities/ The 2017 – 2018 Public Participation Plan reflects: Changes in Federal law and mandates New approaches to public involvement in transportation planning process   We have added new sections to our Public Participation Plan: Communities: Diverse population of Hampton Roads Public Participation Guidelines: Procedures for informing and engaging the public and interested parties With this plan we provided an overview of the diverse communities in Hampton Roads through culture, ethnicity, and socioeconomic background. There is also information regarding public involvement opportunities such as: Attending HRTPO Board and advisory committee meetings Liking HRTPO on Facebook Invite HRTPO staff to speak Taking surveys on the HRTPO website Public Involvement for Core programs: • Long-Range Transportation Plan • Transportation Improvement Program Source: VDOT

Purpose of Title VI & LEP Plan Executive Order 12898 - Environmental Justice Executive Order 13166 - Limited English Proficiency (LEP) Responsibilities of the HRTPO under Title VI of the Civil Rights Act of 1964 Purpose of Title VI & LEP Plan The Title VI & LEP Plan updated in April provides a better understanding of what the law says and our responsibilities at the HRTPO This plan addresses both Executive Orders 12898 on Environmental Justice and Executive Order 13166 on Limited English Proficiency E0 12898: Helps ensure that programs, policies, and activities that have adverse effects on communities do affect minority and low-income populations disproportionately.   EO 13166: Requires federal agencies to examine the services they provide, identify any need for those services to those with Limited English Proficiency (LEP), and develop and implement a system to provide meaningful access to those services for LEP individuals. As well as the HRTPO’s responsibilities under Title VI of the Civil Rights Act of 1964 The HRTPO is a sub-recipient of federal financial assistance required to comply with Title VI Which states that no person on the grounds of race, color, national origin, handicap, sex, age or income status be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity. HRTPO assures that there will be nondiscrimination in all activities whether federally funded or not And also it outlines our strategy to implement with all populations, which includes: Developing partnerships with local community leaders, groups, and organizations Providing the public with timely and easily understood information Facilitating a transparent, flexible public involvement process Source: VDOT

Title VI & LEP Plan Update Environmental Justice and Limited English Proficiency Title VI and associated nondiscrimination acts How Title VI, Environmental Justice, and LEP are integrated into all transportation plans and programs Link: http://www.hrtpo.org/uploads/docs/lepdoc/Title6-LEP.pdf By factoring Title VI and Environmental Justice into the transportation planning process, the HRTPO ensures that all voices are considered, in our transportation planning process   How Title VI, Environmental Justice, and LEP are integrated into all transportation plans and programs: Make decisions to meet the needs of all Improve data collection, monitoring, and analysis that asses the needs and potential impacts of minority and low-income populations Partner with other public and private programs to achieve a common vision for communities. Avoid disproportionately high and adverse impacts on minority and low-income populations Minimize and mitigate unavoidable impacts by identifying concerns early in the planning phase Source: VDOT

Next Steps Formal Comment Period opens from October 4, 2017 through November 17, 2017 Final Plan with Public Comments will be presented to the HRTPO Board for approval at the January 18, 2018 meeting Please submit all comments to: kmiller@hrtpo.org by November 17, 2017 The Draft Public Participation Plan is available online today Formal Comment Period will be open from today until November 17, 2017 The Final Plan with Public Comments will be presented to the HRTPO Board for approval at the January 18th, 2018 meeting And all comments will need to be submitted to Kendall Miller: kmiller@hrtpo.org by November 17, 2017 Source: VDOT
