Created July 2017; Revised January 2018 Designed to properly identify Underserved Populations, how to appropriately engage them during projects, and determine impacts [14] Categorical Exclusion Training Class – Presented by the Office of Environmental Services

15 Underserved Populations Guidance
Projects exempt from detailed analysis Appendix B of guidance Appropriate level of PI must always be conducted Type and intensity of PI outreach based on data Contact MPO, community leaders, stakeholders Engage Underserved Populations as part of PI Do not conduct windshield surveys [15] Categorical Exclusion Training Class – Presented by the Office of Environmental Services

16 ODOT TIMS Transportation Information Mapping System
American Community Survey Minority population Low-income population LEP populations Older adult populations Identifies block group percentages and percentiles Use percentages not percentiles Multiple block groups may be within project area Draw the project or study area [16] Categorical Exclusion Training Class – Presented by the Office of Environmental Services

17 TIMS Data [17] Categorical Exclusion Training Class – Presented by the Office of Environmental Services

26 Remarks Example Census blockgroup data was obtained by ODOT District XX utilizing TIMS. According to the census there is a high percentage of underserved populations in the project area. The public was made aware of the project and provided with opportunities to comment via press releases, project notifications on the district website, as well as property owner notification letters. The proposed project will have no disproportionately high and adverse effects to minority or low-income populations or disparate impacts to a Title VI population based upon the table above, the attached mapping, and the answers to the questions above. No concerns related to impacts on Environmental Justice or Title VI populations were raised as a result of public involvement activities conducted as part of the proposed project. Therefore, in accordance with the protections of Executive Order 12898, FHWA Order A and Title VI of the Civil Rights Act of 1964, no further analysis is required. 27 Remarks Example, cont’d
The proposed project will have no substantial impacts to Limited English Proficiency, Older Adults, and Individuals with Disabilities Populations based upon the table above, the attached mapping, and the answers to the questions above. No concerns related to impacts on these Underserved Populations were raised as a result of public involvement activities conducted as part of the proposed project. Therefore, in accordance with the protections of the Age Rehabilitation Act of 1973, Discrimination Act of 1975, Americans with Disabilities Act of 1990, and Executive Order 13166, no further analysis is required.
